Declaration of sovereignty

One of the first and important documents of the young republic - the Declaration of Sovereignty - was adopted at the plenary session of the 1st convocation of the PMR Supreme Council – on December 8, 1990.

The Pridnestrovian Moldavian SSR was created by the will of the people. Residents of the left-bank districts of the Dniester and Bendery opposed the nationalist policy of Chisinau, from December 1989 to October 1990 referendums were held in the cities of Pridnestrovie. More than 95% of voters voted for the re-establishment of the republic in Pridnestrovie, which existed in 1924-1940 and was called the Moldavian Autonomous SSR.

The Declaration of Sovereignty established the structure of power, guaranteed the observance of the rights and freedoms of citizens, and determined the territory of the republic.

The Declaration of Sovereignty had 7 chapters: "Territory and people of the Pridnestrovian MSSR"; "The structure of power in the Pridnestrovian MSSR"; "Citizenship of the PMSSR"; "Social and Economic Development"; "Environmental Safety"; "Cultural development"; "External and internal security"; "International relationships".

The declaration became the basis for the development of the Constitution and legislative acts of the republic.

The Decree on the State Power of the PMSSR detailed the provisions of the Declaration on the Sovereignty of the PMSSR. The Supreme Council became the highest legislative and controlling body, consisting of two chambers: the Council of the Republic and the Council of Nationalities. The executive authorities, in accordance with the norms enshrined in the Decree, were headed by the Chairman of the PMSSR. The third branch of government - the judiciary - is called independent. Thus, the document confirmed the effect on the territory of Pridnestrovie of the principle of separation of powers into legislative, executive and judicial. The local authorities were the Soviets. Supervision over the execution of laws on the territory of the PMSSR was entrusted to the Prosecutor's Office, a state body accountable to the Supreme Council.
