The draft of the budget and tax policy concept for 2018 and the medium-term perspective was presented by the Minister of Economic Development Sergei Obolonik. The system of public administration for a long time lacked a systematic and integrated approach to planning and forecasting. The document proposed by the government included an analysis of the situation in all sectors of the economy since the beginning of the 2000s. In addition, it reflects key risks that could limit the development of the economy in the coming years. The second section of the concept presents a sectoral analysis of state funding.
Previously, the share of government spending was about 50% of GDP. At the same time, underfunding of many spheres was observed. So spending on education in 2016 was about 1 billion rubles (8.7% of GDP). About 90% of this sum was paid for the work of educators. At the same time, as Sergei Obolonik noted, the salaries of teachers remain low, amounting to 70% of the average for the economy. A similar situation is in health care. The critical state of affairs has developed in the sphere of pensions. The repair of infrastructure facilities, material and technical support of budgetary organizations were financed at a minimum level. The state did not practically calculate its debts with the organizations of natural monopolies. Due to the high tax burden in the crisis situation, the real sector of the economy turned out to be. By 2017, it was unable to meet the needs of the budget. Its deficit was almost 20% of GDP. Unacceptable sources of covering the budget deficit - "launching a printing press", irrevocable borrowing of funds from subjects of the real sector of the economy were used. This, according to the minister, is a dead-end road.
During the plenary session, the planned figures were also announced. So, by 2020 the share of government spending should be 41% of GDP. In addition, the government predicts economic growth at the level of 7-8% per year. This will have a positive impact on the financing of health care and education. Stimulate the growth of the economy is expected due to a reduction in the tax burden on the real sector.
it is proposed in the coming years to carry out an adjustment of the tax system without resorting to cardinal tax reforms. According to the draft concept, the tax burden on the economy will not exceed 28% of GDP. Previously, this indicator was 34%. A number of changes will affect the taxation system of individual entrepreneurs. It is proposed to divide them into three segments: self-employed persons, patent and mixed taxation systems. The individual entrepreneur will be given the right to choose the most attractive system.
Earlier, the draft concept was supported by the deputies of all parliamentary committees, while stressing the need for its further development.
