Deputy corps supported the first reading of a government initiative to make adjustments to the budget-2015. The changes concern both the revenue and expenditure items.
The law-in-draft was presented by Minister of Finance Irina Molokanova. She said that the initiative was introduced to the Supreme Council in June 2015. Therefore, today current at that time figures were discussed. It is about enshrining in law the fact of the increase of budget revenues to more than 5.5 million rubles. The increase is related to the arrival of humanitarian aid from the Russian Federation (1.8 million rubles), recalculations made by replacing the fixed agricultural land tax, as well as to the volume of funds from paid services.
Expenditures in 2015 exceeded the originally prescribed in the budget of 6 million. Almost a third of them (1.8 million) - is implemented by means of humanitarian aid to the Russian Federation. In addition, the increase in the expenditure budget is due to the change of tariffs for the provision of heat and water supply and other services provided for a fee.
The budget deficit as a result of changes in income-consumables was increased by 893 thousand rubles.
It should be reflected in the budget 2015 and the fact reallocation of funds associated with the reorganization of a number of government agencies, not causing any increase or decrease in costs.
The Minister of Finance has asked to adopt the law-in-draft in the first reading as quickly as possible, as the second reading be required to amend associated with the new arrival of Russian humanitarian aid, which came to the republic after the development of the law-in-draft. Without this amendment, the profile ministry is unable to complete the work on the report on the budget for the previous year. The importance of this information was mentioned by the head of the responsible committee, Alexander Martynov.
The initiative to amend the law "On republican budget for 2015 and the planning period of 2016 and 2017" was adopted in the first reading and incorporated to continue the work on the agenda of the next plenary session, which is scheduled for January 27.
