The Supreme Council adopted the law “On the republican budget for 2020” in the third, final reading. Traditionally, the subject of the third reading of the main financial document of the republic is the approval of income / expenses of state targeted programs, budget funds, distribution of subventions and subsidies, estimates of income and expenses of state institutions that provide paid services, as well as their tariffs.
The responsible committee prepared tables with 21 amendments for adoption and 16 for rejection for the third reading regime. Despite the scrupulousness in preparing the document and taking into account, as far as possible, the opinions of all subjects of the legislative initiative and during the third reading of the draft budget for next year, discussions began. They concerned the validity of the distribution of capital investment fund assets at facilities located in different cities and regions of the republic. Parliamentarians also pointed out the need for timely submission to the legislature of draft Government programs with significant funding. Since the need for funds is always greater than the possibility of receiving them, not all deputies representing the interests of voters in a particular constituency were satisfied with the targeted distribution of funds of the FCS. In particular, the deputy of the Supreme Council for the electoral district No. 8 “Industrial” (city of Bendery) Anton Onufrienko drew attention to this.
The final decision was made by voting.
As a result, revenues of the capital investment fund are planned at the level of 316 million rubles next year, and expenses - 292.4 million rubles. 240 million rubles of these will be spent directly on repairs of social infrastructure facilities, 51 million rubles on the purchase of medical equipment, 8.6 million rubles (as in the current year) on the implementation of the state program for the execution of voters' orders. According to the line of expenditures of the Federal Property Fund “Capital investments in the construction of social and cultural facilities”, it is planned to carry out work at 15 health facilities, 2 - enlightenment, 3 - ministries of defense, 2 - ministries of internal affairs.
The size of the Road Fund amounted to 193.6 million rubles. It consists of 20 million rubles for the repair of sidewalks and pedestrian walkways and the same amount for landscaping adjacent to kindergartens and schools.
Next year's new products were two funds: state support for youth (15 million rubles) and incentives and development of territories (11.6 million rubles). As for the first fund, the Supreme Council is currently considering a law-in-draft of the same name, adopted by parliamentarians in the first reading at the end of November this year. In the period until the second reading (consideration of the law-in-draft is planned at the end of January next year), the Government will have to develop a specific mechanism for mortgage lending for the purchase of housing by young professionals.
The funds of the incentive and territorial development fund will go to decent preparation and celebration of two significant dates - the 75th anniversary of the Victory and the 30th anniversary of the Pridnestrovian Moldavian Republic, as well as to equip school classrooms in physics, chemistry, and biology.
According to the targeted state program “Preservation of immovable cultural heritage objects of the PMR requiring urgent repair”, 8 million rubles are to be allocated, just for putting military burials in order.
14 million rubles were provided for compensation of “burnt down Soviet deposits”, 45.6 million rubles for payment to shareholders. The Entrepreneurship Development Fund amounted to 26.7 million rubles, Ecological - 6.5 million rubles.
The total funding of four state programs in the sphere of medicine amounted to 41.5 million rubles. It is planned to allocate one and a half million rubles for the implementation of agricultural development programs next year, 4.6 million rubles for the development of CCGT, and 2.1 million rubles for reproduction of the mineral resource base. Eight million budgetary funds will be allocated for repayment by the state of accounts payable for work previously carried out by contractors on the program for repairing the drinking water supply system in villages and towns of the PMR.
The adopted law on the republican budget for 2020 will be sent to the President. After its signing and publication in the official media, it will enter into force on January 1 of next year.
