The budget of Slobodzeya district remains socially oriented

Traditional public hearings on the consideration of the draft budget of Slobodzeya and Slobodzeya district for 2023 were held online on the 17th of January.

An expert group that included representatives of the Slobodzeya state administration, deputies of the local district city council, representatives of trade unions and public organizations of the Slobodzeya district and the city of Slobodzeya was created to develop the local budget. The main tasks in its formation were the creation of progressive steps in the direction from the "consumption budget" to the "development budget", according to the authors of the draft budget.

A significant increase in local budget revenues is expected in 2023. According to the draft budget, the total amount of income will be 165.8 million rubles. This is 26.3 million more than last year.

The participants of public hearings were informed about the main directions of expenditures of the local budget, which remains socially oriented. The marginal costs will amount to about 220 million rubles according to the draft local budget. Almost 83% of these are expenditures on socially protected items. The draft budget provides for expenditures on the implementation of municipal programs and the formation of funds. The Head of the Department of Economic Development and Municipal Property of the Slobodzeya State Administration Tatyana Belova noted that the main areas of work in 2023 will be the fulfillment of social obligations and the expansion of production.

The marginal budget deficit of the Slobodzeya district and the city of Slobodzeya in 2023 will amount to 54.8 million rubles according to the project. This is 1.8 million less than last year. Sources for covering the budget deficit will be subsidies (transfers) from the republican budget.

Proposals were made during the discussion of the draft local budget to pay more attention to municipal roads. There were proposals to increase the amount of funding for the fund for the execution of orders of voters for local deputies.

Deputy of the Slobodzeya city district council, Chairman of the commission on budget and finance, management and development of municipal property, privatization Natalya Makaruk suggested finding an opportunity to help finance the trips of athletes from the Slobodzeya district to international competitions.

A resolution was adopted, according to which the draft local budget was approved as a result of the hearings. The Slobodzeya state administration within a few days will accept proposals on the budget from the participants in the hearings, after which the resolution will be sent to the Council of People's Deputies of the Slobodzeya district and the city of Slobodzeya for consideration at the session.

Public hearings on local budgets will be held in all cities and regions of the republic in January.
