The main document, which everyone present in the hall of the Supreme Council was waiting for consideration today, was the law-in-draft "On the republican budget 2020".
The second reading of the draft budget traditionally relates to the text part. By this time, more than 100 amendments have been received from the subjects of the legislative initiative. The committees of the Supreme Council considered all the amendments in a very short time.
Among the issues considered in the second reading were the parameters of the Capital Investment Fund and the mechanisms for its implementation, as well as mechanisms for the implementation and financing of inter-tariff differences. It should be noted that the text part describes the entire mechanism for implementing the law "On the republican budget." Accordingly, each article is very important for executive authorities in terms of understanding how to implement a particular direction and what is the mechanism of this implementation.
Next year, two state programs will additionally operate: the Young Families Support Fund and the Territory Development Fund. Financial resources will be allocated for the development of the agricultural sector in terms of the acquisition of imported cattle heifers and the development of stone fruit gardens. As the Parliament Speaker emphasized, these are new directions for our budget. However, both deputies of the Supreme Council and representatives of the Government agreed that these areas should be supported to ensure the food security of Pridnestrovie.
In addition, the Parliament Speaker recalled that the budget for next year remains socially oriented.
Now the deputies will have to work in the third reading mode, in which it is planned to discuss the annexes to the law-in-draft “On the republican budget for 2020”.
Deputies plan to consider and adopt in final reading the law-in-draft “On the republican budget 2020” at the next meeting, which is scheduled for December 18. The deadlines are rather short, but this needs to be done quickly so that the city and district councils can make decisions on the budget at the local level before the new year and all public authorities enter the new year with a budget.
