The budget for 2023 was adopted by the Supreme Council in the first reading

The plenary session at which the Government of the Pridnestrovian Moldavian Republic presented the draft budget for 2023 was held today in the Supreme Council. Parliamentarians voted for the adoption of the law in the first reading after discussion and amendments.

The draft budget for the next year was presented by the Minister of Finance of the Pridnestrovian Moldavian Republic Alena Ruskevich. She noted that the document was formed on the basis of the indicators and results of financial and economic activities predicted by business entities, taking into account the forecast of the main macroeconomic parameters for 2023 that affect the formation of the taxable base.

The law-in-draft on the budget-2023, as noted at the plenary session, was submitted to the Parliament after the recalculation of some articles, taking into account changes in tax legislation, which the deputies of the Supreme Council of the Pridnestrovian Moldavian Republic adopted at the end of September. The changes come into effect from the new year.

The situation that has developed in our republic since the end of October, the introduction of a state of emergency and the shutdown of large industrial enterprises, the main taxpayers, no one could have predicted. Therefore, the law-in-draft was drawn up without taking into account the current shortfalls in the budget.

The 2023 budget was adopted by the Pridnestrovian Supreme Council in the first reading, taking into account the redistribution of funds and numerous amendments that the Committee on Economic Policy, Budget and Finance completed just before the start of the plenary session. The Chairman of the Committee Viktor Guzun noted, the budget will remain socially oriented next year. Target funds and state target programs will continue to operate.

General figures: the planned income of the consolidated budget-2023 is just over 4 billion rubles. Expenses make 6.3 billion rubles.

The law-in-draft is supposed to keep the estimated level of the minimum wage when calculating wages for public sector employees at the level of 2022, as well as the right for the executive bodies of state power to implement "pilot" projects that allow increasing wages from internal reserves, including through organizational and staff activities.

More than 825 million rubles will be spent on health care at the expense of the republican budget, more than 360 million rubles on education, and 605 million 482 thousand rubles on social policy next year. Target budget funds will be financed by more than 580 million rubles. It should be noted at the same time that in 2023, expenditures under state targeted programs in the field of healthcare and social protection, as well as in previous years, are classified as socially significant expenditures to be financed from the budgets of various levels on a priority basis.

The increase in expenditures for financing state targeted programs in the field of healthcare that is envisaged in 2023 is due to an increase in expenditures under the "Oncology: Improving Oncological Care for the Population for 2021-2025" state target program due to an increase in the incidence of oncological pathologies as well as in order to ensure quality medical care for cancer patients and the need for measures aimed at the prevention and early detection of malignant neoplasms. In addition, the law-in-draft provides for expenses for the implementation of the "Textbook" state target program for 2022-2026" by 545 thousand rubles, which is more than the level of 2022 by 292 thousand rubles. It is also planned to increase expenses under the “Providing housing for orphans and children left without parental care for the period 2018-2027” state target program in 2023 by more than 2 million rubles. This is due to a significant increase in the cost of one square meter of housing.

As for target budget funds, the amount of expenses of the Road Fund for 2023 is provided in the amount of 226 million rubles, including for the inspection of bridge structures. The fund for ensuring state guarantees for settlements with citizens entitled to a land share (share) and other employees of agricultural enterprises for 2023 is proposed to be approved in the amount of 48 million rubles. Capital investment fund – approximately 181 million rubles. Almost another 28 million rubles will be directed to support and development of entrepreneurship and tourism. Also, the law-in-draft on the budget provides for the maintenance of the Agricultural Support Fund in the amount of 20.5 million rubles. It is planned to spend about 60 million rubles for the support and development of the reclamation complex of the republic.

The principle of balancing the budget in terms of revenues and expenditures has remained intact, said the Speaker of the Parliament, Alexander Korshunov.

The share of socially protected expenditure items amounted to 61.6% of the total republican budget expenditures as a result of the adoption of amendments to the first reading of the law-in-draft on the budget for 2023. It should be noted that the deputies decided to increase the expenditures on the Fund for the Development of the Ameliorative Complex by 11 million rubles, which will contribute to strengthening the food security of Pridnestrovie.

Deputies of the Committee on Economic Policy, Budget and Finance, together with representatives of the Government of the Pridnestrovian Moldavian Republic, will continue to work on the draft budget-2023. Amendments are being prepared for the second reading.
