Plenary session was held in the Supreme Council, which was fully devoted to the consideration of the law-in-draft "On the republican budget for 2022" today.
The draft budget for the next year was presented by the First Deputy Prime Minister, Minister of Finance of the Pridnestrovian Moldavian Republic Tatyana Kirova.
The 2022 budget was adopted by the Supreme Council in the first reading, taking into account the reallocation of funds and numerous amendments, the work on which was completed by the Committee on Economic Policy, Budget and Finance just before the start of the plenary session.
Earlier the law-in-draft on the republican budget for 2022 was submitted to the Supreme Council on November 1. This is later than usual. The deputies had little time to consider the main financial document. However, all the committees worked out the issues in their directions, gave conclusions and formed amendments.
704 million 151 thousand rubles will be spent on healthcare next year, 325 million 431 thousand rubles in education, 613 million 437 thousand rubles for social policy. The road fund will be financed by 189 million rubles, the mutual fund – by 47 million 825 thousand rubles. The Entrepreneurship Development Fund will receive 19 million 809 thousand rubles, 18 million rubles have been reserved for the Youth Support Fund. Support for agriculture will cost the state 20 million 500 thousand rubles, 32 million 53 thousand rubles have been allocated for the development of land reclamation.
State programs on immunization, oncology, prevention of tuberculosis, HIV, viral hepatitis will continue to operate. 2 million 307 thousand rubles have been allocated for the new program for the prevention and treatment of cardiovascular diseases. The program to provide housing for orphans next year will be allocated 9 million 123 thousand rubles.
Next year, our citizens will continue to pay compensation for the recovered savings. 21 million 743 thousand rubles will be spent for these purposes.
The Fund for the Development and Stimulation of Territories, from which the purchase of workbooks for primary school students and the organization of cultural events is financed, the amount of 17 million 252 thousand rubles has been allocated.
The Capital Investment Fund will continue to operate. We remind that social and cultural facilities are being repaired at the expense of funds, equipment is being purchased for schools, kindergartens and for the healthcare system. The Capital investment fund structure will continue to finance the Voters Mandate Fund, from which funds are allocated for each constituency of the Supreme Council deputy. The volume of the Capital Investment Fund remained at the level of 2021 - 261 million 416 thousand rubles.
Next year, the tariffs for the population for utilities will not increase.
On the field of medicine, opinions also differed with the Government. After analyzing the actual expenditures of the Ministry of Health in 2021, the deputies suggested that the established limits for the health care system plus a reserve of 120 million rubles would be insufficient to finance the health care system.
There will be enough financial resources for Covid-19at the initial stage according to Alexander Korshunov. It will be necessary to return to the consideration of the issue of increasing the limits of financing of health care the dynamics of the supply of vaccines, revaccination in six months, in terms of the dynamics of the development of the disease. The Speaker of the Parliament expressed the hope that the wave of Covid-19 will decrease, the disease among Pridnestrovians will pass in a milder form, and the state's costs will be less than in 2021.
The principle of balancing the budget in terms of revenues and expenditures remained unchanged. Therefore, the 2022 budget in the first reading was adopted balanced in terms of revenues and expenditures. This suggests that all social obligations of the state will be fulfilled in full and on time. These are pension payments, salaries of public sector employees, benefits, scholarships and all social obligations.
