The Law on Public Procurement in the PMR, previously rejected and sent by the President to the Supreme Council for reconsideration, will be submitted to plenary session on November 8. This decision was made today during the meeting of the Presidium of the Supreme Council.
The achievements of the conciliation commission yesterday became the subject of discussion at a meeting with the President, according to the Chairman of the Supreme Council Alexander Shcherba. Lawmakers are convinced that any purchases made at the expense of budget funds should be governed by the basic law. At the same time, there are a number of discussed aspects, in particular, the extension of the operation of the norms of the law to state and municipal unitary enterprises.
The speaker noted that there is a lot of joint work that may require additional efforts to improve the legislation in this sphere. The mechanism of spending budget money should be as transparent and understandable as possible, promote efficient, rational spending of funds.
Plenary sessions will be held weekly in November. This, first of all, is connected with consideration of the draft republican budget for 2019 in the parliament. The first reading is scheduled for November 14th. On the same day, lawmakers intend to discuss the draft Concept of fiscal and tax policy for the medium term. The Supreme Council received government amendments. The document will be considered in the second reading.
In November plans - discussion of amendments to the law "On Notary", submitted by the government, changes to the Housing Code, developed by the Deputy Oleg Vasilaty. The purpose of the law-in-draft is to improve legislation in the sphere of payment of utility services. According to the author, it is proposed to establish that the owners of the premises in an apartment building pay for utilities on the basis of direct contracts between the consumer and the utility manufacturer.
