Budget 2024 adopted

20.12.2023

The plenary session began on December 20 with a minute of silence. Deputies paid last tribute to the memory of their colleague, parliamentarian Ivan Nedelkov, who died suddenly on December 13.

Among the first legislations presented on the agenda was the law-in-draft “On the Republican Budget for 2024”. The main financial document of the republic is traditionally socially oriented. Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov spoke about the main provisions of the new law. He noted that the 2024 budget is traditionally balanced and socially oriented. This means that the state will pay pensions, wages and benefits to public sector employees in full and on time. The Speaker of Parliament noted the enormous work that went into preparing the law-in-draft for all three readings.

Another important social aspect is utility tariffs for the population. Their prices will not change.

The difference between what the population pays and the real cost of utilities to natural monopoly enterprises will be covered by the state.

As for the general numbers, the budget is projected in 2024 to receive 4% less revenue than in 2023. The amount for Pridnestrovie is significant. Therefore, some expenditure items were partially cut when preparing the law. However, targeted budget funds and development programs will continue to operate. 217.3 million rubles are planned in the Capital Investment Fund, 241.9 million rubles in the Road Fund, 23.7 million rubles in the Entrepreneurship Development Fund, 10.5 million rubles in the Youth Support Fund, 21.9 million rubles million in the Agriculture Support Fund, in the Development Fund of the Reclamation Complex – 46 million rubles. The state will continue to subsidize part of the interest rates on preferential loans provided to organizations in priority industries within the framework of the Entrepreneurship Development Fund. Subsidies for milk will be paid to agricultural producers, and subsidies for the purchase of breeding cattle will also continue from the Agricultural Support Fund.

Some social support measures, despite the need to reduce government spending, both the Government and the deputies of the Supreme Council considered it expedient to increase. First of all, we are talking about treatment of Pridnestrovians abroad. About 38 million rubles were planned for these purposes in the 2024 budget.

Expenditures were increased in 2024 in another area - the purchase of housing for orphans and children without parental care. It is planned to purchase 61 apartments for more than 19 million rubles.

Work on the 2024 budget law has been completed. The deputies voted together with it for the adoption in the second final reading of the law on the budget of the Unified State Social Insurance Fund. The document will be sent to the PMR President for signature in the near future.
