The future is in the hands of young people

The Supreme Council Chairman Vadim Krasnoselsky idea is not only to establish an advisory body of the first Pridnestrovian deputies, but also the organization of the third convocation of the Youth Parliament. The Speaker called perspective the work of public body designed to take into account the opinion of the youth of the republic, to generate on behalf of new, often non-trivial ideas, take to implement them innovative solutions. According to Vadim Krasnoselsky the basis for the development of parliament of VI convocation weighted and responsible decisions will be symbiosis wisdom of members established under the speaker of deliberative assembly of veteran deputies and the energy of the youth parliament.

Chairman of the Supreme Council instructed the Vice-speaker Aleksandr Shcherba and deputy of the Supreme Council Vadim Doni to accelerate organizational preparations for the beginning of the new convocation of the Youth Parliament.

Practical implementation of this facility was the adoption by the Supreme Council of Decree "On the third convocation of the Youth Parliament of the Supreme Council of Pridnestrovie" (dated March 2, 2016 №168). This document Commission on the formation of the Youth Parliament was formed, consisting of four deputies - Igor Buga, Vadim Doni, Andrei Safonov and Pavel Shincariuc. The head of parliamentary committee on public associations Igor Buga supervises the work. Members of the Commission were instructed by adopted decision to amend the existing provisions of the Youth Parliament of the Supreme Council, and on the formation of the Youth Parliament at the legislative body of the Republic. March 23 this year, they have been approved by the deputies during the plenary session by the adoption of the Resolution of the Supreme Council (№223).

Instructions to city and regional councils of people's deputies are marked in these documents, within one month from the date of entry into force of the parliamentary decision to hold a series of activities on the formation of territorial tender commissions whose members are required to hold a selection competition among the contenders in the sphere and to delegate the winners of the Youth Parliament.

It was determined that the Youth Parliament, as in "adult", will include 43 people. Formation of the Youth Parliament takes place on three fronts.

The first - applicants from the political parties, in which youth "wings" works, as well as youth organizations of the republic. They sent to the commission of the Supreme Council request and the designated position on the formation of the Youth Parliament a package of documents for the inclusion of a representative of the youth branch of the party or youth organization. These are proceedings of the meeting on the nomination of the candidate, a decision on the matter, a copy of the statute under which the work of these public structures, etc.

The second direction - it's applicants on the ground for each administrative-territorial unit, in accordance with the provisions on the formation of the Youth Parliament on a competitive basis, defined quotas: Tiraspol - 9 persons, Bendery - 5, Slobodzeya - 3, Grigoriopol - 2, Dubasari - 3, Rybnitsa - 4, Kamenka - 1.

Town (district) Councils of People's Deputies shall form a local territorial Competition Commission, declare the tender. Commission members are called on a competitive basis according to the relevant criteria (gathering in their support for a hundred signatures, petition the deputies - senior colleagues, etc.) to select candidates to these quotas and to send their data to the Supreme Council.

The third direction. Deputies, whose age is less than 30 work in all cities and district councils, except Kamenka and Grigoriopol. They will be part of the Youth Parliament on the decision of the Presidium of local representative bodies. If a particular city or district council does not exercise the right to delegate a part of the Youth Parliament of its representative (the deputy to the age of 30 years), or a deputy in the composition of the local representative bodies is not due to objective reasons, these units are included in the definition of quota of each city.
