Victor Guzun proposed to extend the rule on the release of microenterprises from the maintenance and reporting to the state statistics bodies. This rule has been in effect for the last two years. This had a positive effect on the activities of enterprises operating under the simplified taxation system. The parliamentarian proposed to extend this rule until the end of 2018.
The amendments concern the law "On additional measures aimed at stabilizing the PMR economy". Deputies supported the idea that it is necessary to simplify reporting. However, they expressed concern that the lack of statistical data on the activities of enterprises over a long time period could have negative consequences.
Parliamentarian Mikhail Burla supported his colleague, noting that statistical data are necessary for economic analysis.
After a lengthy discussion, the law-in-draft was adopted in the first reading. Deputies suppose that it is necessary to continue work on simplification of business. Opinions were expressed that it would be more convenient to take all the reporting in the "window" principle mode.
Another legislative initiative on supporting entrepreneurs was adopted by the deputy corps. The legislations was drafted in the second reading by deputies Vadim Levitsky, Vadim Doni, Vadim Kravchuk, Viktor Guzun. Legislators proposed to allow legal entities to apply to state authorities and local self-government. Currently, only citizens have such an opportunity. The norm will complement the current law on citizens' appeals.
Parliamentarians supported the law-in-draft in the second reading "On licensing of certain types of activities", developed by the government. It is proposed to exclude from the law the production of orders and medals, seals and stamps, verification of measuring instruments, performance of surveying work. These activities can be carried out on the basis of a patent. The developers are confident, this will give impetus to the development of these business areas, because entrepreneurs will not bear the costs associated with obtaining a license.
Deputies supported the idea of the law-in-draft. The list of 6 activities consisted in its original form. However, during the discussion in the first reading, parliamentarians emphasized that not all activities can be carried out without a license. As part of the second reading, the list was revised. In particular, the manufacture of medical equipment and medical devices was excluded from it.
