Beneficial effect of legislation change

The head of legislature of the republic Alexander Korshunov and the deputy of the Supreme Council Vitaly Kalin, the President Vadim Krasnoselsky, heads of judicial bodies, ministries and departments are among the honored guests of the extended meeting of the Prosecutor’s Office. In its course, the work of the main supervisory body of the country over the past year was summed up.

The keynote of most speeches was a legislative change in the principles of the supervisory authority. Last year, by amending the Constitution and a number of basic constitutional laws, the Supreme Council returned to this law enforcement agency a number of its inherent functions and powers. By this, first of all, it means returning to the competence of prosecutors the exercise of supervision over the investigation and inquiry processes, as well as the maintenance of the public prosecution in the judiciary.

The reports of the PMR Deputy Prosecutors stated a general decline in registered offenses. Along with this, the citizens who actively supervised the uniform implementation of the current legislation were actively approached by citizens with complaints about the violation of their rights and interests. Their total number last year was 5.193. More than three thousand made an appointment with the prosecutors personally.

2500 violations of current legislation were identified in the reporting period. 1139 of them were in the sphere of observance of the rights and freedoms of a person and citizen (including labor), which is proclaimed a priority by the supervisory authority. This, above all, is the non-payment of accrued wages. According to prosecutors, one of the reasons for such a situation is too long and delayed in practice the procedure for the liquidation of enterprises (organizations, institutions) declared bankrupt.

Employees of the prosecutor's office were forced to state the belated reaction of the heads of authorities to the legal appeals of citizens. In the report of the deputy. Prosecutor Valeriy Starodub was named the State Environmental Control and Environmental Protection Service, whose employees did not consider two complaints, and for some were delayed unnecessarily. 93 violations of the current legislation are fixed in the sphere of health care. A number of legal gaps were revealed in the pension system. To resolve legal conflicts in this area, the Supreme Council promptly made a number of changes and additions to existing laws.

The report of the military prosecutor Alexander Tarasov stated that237 violations of the law were revealed, 144 of which were committed at the Armed Forces in the sphere of defense and security last year.

The President Vadim Krasnoselsky presented his own assessment of the work of the supervisory authority and recommendations during an extended meeting of the Collegium of the Prosecutor’s Office of the PMR.

Vadim Krasnoselsky supported the proposal made at the meeting of the Collegium on legislatively vesting prosecutors with the authority to initiate criminal cases and called for discussion on this topic at the Supreme Council site. The President called on parliamentarians to take a closer look at the legislative initiative, which involves more frequent inspections of common areas, where there is a large crowd of people during mass entertainment events, by the fire protection service. Vadim Krasnoselsky recommended the prosecutor of the republic strengthening his role as coordinator of interagency cooperation between various law enforcement agencies, and also instructed prosecutors to conduct readiness checks on children's camps on the eve of the summer recreation season.
