State program for water supply development

The new state program for the development of water supply in populated areas of the republic is designed for five years, from 2024 to 2028. Water supply networks during this time should be continued where they do not exist, as well as old ones that have long since expired should be replaced.

The most pressing issues are the construction and development of water supply infrastructure, as well as bringing the existing infrastructure in accordance with technical standards and drinking water quality standards in 29 settlements at 32 water supply facilities in the republic. For example, the list includes the artesian wells of Parkany, Kamenka and Tiraspol. The supplied water does not meet sanitary rules and quality standards. It is planned during the implementation of the state target program to provide tap water to more than 12.5 thousand consumers in total. The networks will be laid along the streets so that residents of the private sector can connect to them.

Construction amnesty

The application of a construction amnesty to a larger number of people is established in the law “On some additional government measures aimed at minimizing the negative impact of external economic factors” at the initiative of the Government.

There are cases when transferring ownership of a house, a person did not formalize the right to a land plot, built outbuildings on the territory without permission and wants to legalize, for example. To provide such an opportunity, the legislation stipulated that the construction amnesty object is “located” on a land plot, and not built, as has been the case until now.

The construction amnesty will be available in addition to those whose right to inherit a property arose not only at the time the construction amnesty came into force, but also during the period of its validity. You can legitimize dachas, outbuildings or extensions to a private house in a simplified procedure. Objects must be completed not before January 1, 2021, but before January 1, 2023.

The following facilities built before January 1, 2023 will be eligible for the construction amnesty:

– one-story residential buildings located on land plots from the category of land in settlements;

– single-apartment residential buildings with a height of more than one floor, located on land plots from the category of land in settlements;

– houses located on land plots provided to individuals for gardening (garden houses, garden houses, dachas);

– this category of houses enlargements;

– outbuildings for keeping livestock and poultry, growing agricultural products, storing household and other equipment, vehicles, products, etc., as well as to meet the needs of human life (eating and preparing food, personal hygiene, etc.) .

Driving courses for special transport drivers

Parliament adopted changes to the law “On Road Safety” in the autumn session. The specialized Committee on issues of agro-industrial complex, industry, transport, construction and natural resources worked on the legislative initiative of the President. The initiative was aimed at preventing road accidents involving vehicles equipped with devices for producing special light and sound signals. It provides for additional training for drivers of ambulances, cash collection and militia.

The decision to make changes is related to statistical data: drivers of special vehicles do not always have sufficient driving skills in emergency situations and people suffer as a result of this.

There were 19 road accidents in the republic involving special vehicles in 2020, and the drivers were at fault in 16 of them. 4 people received injuries of varying severity. There were already 30 such accidents in 2021, 11 people received injuries of varying severity. Drivers of special vehicles were found to be at fault in 20 cases. 10 accidents involving special vehicles were recorded. 1 person died and 5 received injuries of varying severity last year.

Additionally, deputies of the Committee adopted changes to the law stating that the necessary training for drivers of budgetary organizations will be carried out at the expense of budgetary funds, so that employees do not have to pay for these courses themselves.

Spending funds from eco-funds

Deputies of the Committee on Agroindustrial Complex Issues initiated amendments to the law “On Environmental Protection”. Government bodies if necessary could use up to 20% of the funds received by the republican and territorial environmental fund for the maintenance and development of the material and technical base until now, but parliamentarians did not agree with this norm.

The law includes a provision that funds from the Republican Environmental Fund cannot be used to finance activities not directly related to environmental activities, including the maintenance and development of the material and technical base of government and administrative bodies.

For a plot for a vegetable garden - to the village council

Deputies of the Supreme Council expanded the powers of village and town councils. They will be able to allocate their residents plots for vegetable gardens from agricultural land not only within the boundaries of the settlement, but also beyond their borders. Residents of villages and towns had to apply to the republican authorities for the issuance of such permits until now.
