The topic of road safety is very relevant in modern society. This issue was also raised at the meeting of the Collegium of the Ministry of Internal Affairs of the Pridnestrovian Moldavian Republic. Among the presidential instructions announced at the meeting of the Collegium of the Ministry of Internal Affairs of the Pridnestrovian Moldavian Republic, the President of the Pridnestrovian Moldavian Republic Vadim Krasnoselsky noted that the problem of road accidents committed by persons who are in a state of alcohol or drug intoxication or who are registered accordingly still requires increased attention.
133 accidents were registered in 2022 according to the relevant department. 13 of these were with the participation of drivers in a state of intoxication. This is almost twice as much as in 2021. Traffic militia officers detected more than 70000 traffic violations last year in total. 915 of these were for driving while intoxicated.
They try to deal with this problem, including at the legislative level. The PMR Supreme Council adopted in November last year the amendments to the Criminal Code of the Pridnestrovian Moldavian Republic, aimed at toughening criminal liability for repeated driving while intoxicated. Drivers can face up to 3 years in prison, and the maximum fine will be 500 minimum wages (9200 rubles) for such a violation of the law now.
A package of legislations, which the deputies of the Supreme Council supported in the second final reading in the course of today's plenary session, is also called upon to contribute to road safety. The legislative initiative involves the introduction of amendments and additions to the Law of the PMR "On Road Safety" and the Law of the PMR "On the Fundamentals of Protecting the Health of Citizens".
The law-in-draft proposes to establish a mechanism for terminating the right to drive a vehicle of citizens who have medical contraindications or are registered with healthcare organizations for the treatment of patients with alcoholism, drug addiction or substance abuse.
The law-in-draft regulates in detail the procedure for a mandatory medical examination, which all drivers, as well as candidates for drivers of vehicles, are required to undergo.
The healthcare organization informs the executive body of state power in the field of road safety authorized by the PMR President in the event that during such a medical examination medical contraindications or medical restrictions for driving transport were identified.
If the driver has been registered with a healthcare organization for treatment of alcoholism, drug addiction and substance abuse, the PMR Ministry of Internal Affairs must also be informed about this. The exchange of information between the Ministry of Health and the Ministry of the Interior will be determined by a joint regulation.
The new rules will come into effect on March 1, 2023. According to the developers of the draft laws, the measures taken will contribute to the prevention of traffic accidents, as well as to the reduction of deaths and injuries of persons involved in road traffic.
