The Government held a meeting with representatives of the agricultural sector of the republic. They talked about effectiveness of existing measures to support agriculture, shared promising ideas.
Preferential taxation is today in the republic for those who grow fruits, vegetables, berries, grains and other crops, engaged in the production of milk, meat. There are preferential lending projects from the State Reserve Fund, subsidy program for milk producers is working.
According to Prime Minister Alexander Martynov, these measures allow us to move forward, and trends in agriculture, taking into account climate amendments and other objective factors.
In the course of the meeting they talked about what slows down the development of the agro-industrial complex of the republic. In particular, according to a number of farmers, the requirements for compliance with environmental standards are a constraining factor for entrepreneurship.
According to the prime minister, if a compromise solution is not prepared by the end of the year that will strike a balance between protecting the environment and reducing costs for the business community, then from January 1, 2020, a moratorium on the preparation and provision of any forms of reporting will come into force.
One of the topics of the meeting was dairy farming, namely, how to bring this sphere of agriculture to a new level.
The acquisition of heifers abroad is one of the most expensive items that will help increase milk production and make a qualitative breakthrough in the dairy sub-sector of agro-industrial complex. However, this requires serious investments.
According to the Government, you can use budget subsidies for the purchase of pedigree cows or run a credit line with a low interest rate for a period of 7-10 years in the State Reserve Fund.
Vladimir Botnar said that farmers can apply for a loan for the purchase of cattle. The repayment period is 7 years, the interest rate - 4%. Finances are funded in this area, although it is not included in the list of priority ones.
During the dialogue, they also talked about supporting poultry, including the production of poultry and chicken eggs. Both of these positions will also be paid close attention by representatives of relevant departments.
Without exception, all agrarians agree that without a stable, well-organized irrigation system, it will not be possible to achieve results both in vegetable growing, fruit growing, and animal husbandry.
Many entrepreneurs invest personal savings in the purchase of sprinklers. At the same time, a situation arises when watering fields from own equipment is even more expensive than when water is supplied from state-owned equipment.
Deputy Prime Minister Sergei Obolonik assured that the imbalance with the final price of water when using private irrigation equipment will be eliminated.
At present, the land reclamation complex of the republic is undergoing an audit by the State Management Company. The goal is to identify inefficiency points and reserves for subsequent investments. As for the restoration of the reclamation network, two options are possible here. The first is financial support from Russia. Negotiations on this issue are in an active phase. The second is designed to unite the forces of the state and farmers, that is, mutual investments in the repair or replacement of irrigation systems.
In addition, at the meeting, agricultural producers raised the issue of staff shortages and their outflows. Sometimes there are not enough working hands to collect crop. Alexander Martynov invited agrarians to state their vision of this situation and submit it to the Union of Industrialists, Agrarians and Entrepreneurs of Pridnestrovie, after which they discuss all the proposals in the Government.
The next meeting in this composition will be held in a month, it will provide information on the implementation of the instructions that were given at the last meeting.
