Parliamentarians at the plenary session considered alternative legislative initiatives that were developed by the government and parliament speaker Alexander Shcherba. Both documents determine the mechanisms for financing geodetic and cartographic work when registering rights to a land plot.
The government proposed to differentiate the sources of financing for cartography and geodesy: state tasks should be solved from the budget, and if the service is performed at the request of a private individual, the payment is made independently.
The deputies noted that there is no state structure in the republic that performs geodesic and cartographic works, and the main issue for citizens remains the price for their execution. Parliamentarian Gregory Dyachenko gave an example of a citizen's appeal, who had to pay several thousand rubles for these services in Tiraspol.
The speaker is convinced that the process should be simplified and not shifted to the applicants' shoulders. According to Alexander Scherba, the regulation of land relations, the order of land use - the task of the state.
The law-in-draft proposes to establish that the state is responsible for financing the work on land inventory, but initially the applicant must pay for land inventory work, and then the state in the form of a land tax reduction compensates for the incurred costs.
Based on the results of the rating vote, the drafted by the head of the parliament law-in-draft was taken as a basis for further consideration. Taking into account the suggestions and comments of the deputies, the work on it will continue in the second reading.
