The result of an almost hour-long report of the Prosecutor of Pridnestrovie Anatoly Guretsky was the adoption by deputies of the resolution of the Supreme Council "On the results of the activities of the prosecutor's office for 2017".
This conclusion was picked up by the head of the department Anatoly Guretsky, who dared to describe the history of 2017 as "the year of the prosecutor's office". Apparently, this is so, because at the legislative level it was returned to the powers and functions inherent in the past. This work was completed on April 18 of the current year by the adoption by the deputy corps of a number of laws, including constitutional ones, and changes to the Basic Law, which will come into effect on June 7. Prosecutorial workers were preparing to work in new conditions the whole of last year.
In particular, they strengthened, under the current legislation, the supervision of the preliminary investigation of criminal cases, the legality of their initiation and termination. Cases of 2014-2015 have undergone an unusual inventory.
It turns out that the object of prosecutorial supervision are all spheres of life. The emphasis is on protecting the rights and freedoms of citizens. And this is social security, and the right to housing, and a decent reward for work. Referring to the large arrears of wage earners, Anatoly Guretsky stated that the measures of the prosecutor's reaction follow when the debt has already been formed.
Anatoly Guretsky drew the attention of the people's deputies to the fact that the current legislation does not always clearly regulate the mechanism for the allocation of pensions, especially with regard to those who were employed in so-called hazardous industries with special working conditions. There are many complaints from citizens about the low level of pensions. In this connection, the employees of the prosecutor's office repeatedly appealed to the legislature with a request for interpretation of certain legal norms and provisions of laws.
Last year, in general, the active legislative activity of the prosecutor's office as a subject of the right of legislative initiative was "noted".
In support of these words in 2017, the prosecutor's office acted as the author of 7 legislative initiatives. Five of them were adopted.
The prosecutor of the republic mentioned the important topic of providing housing for orphans and children left without parental care. This problem is still relevant, although the current legislation directly orders the state to provide these categories of citizens with a roof over their heads. In this regard, Anatoly Guretsky stated that state administrations have weakened attention to the solution of this problem, and in fact the right to housing refers to fundamental human rights.
Within the framework of the report, the head of the supervisory authority spoke about the observance of the current legislation in the sphere of health care. In particular, the law "On the Protection of Citizens' Health" prescribes the development of standards for treatment. The highest executive authority in charge of these issues, their absence in the environment explains the lack of financial resources.
He drew attention to the imperfect procedure of tenders. This is very important in a budget deficit, when each ruble of taxpayers in a special account.
Great public response last year had land issues. Former authorities in some land users, the land under various pretexts, using various methods of pressure, was withdrawn, while others, politically and economically loyal, were handed over. One of the first orders of President Vadim Krasnoselsky was understanding these violations. Representatives of the prosecutor's office took part in 48 arbitration cases, prepared more than three dozen lawsuits.
Despite the lengthy report, the people's deputies still had questions. One of them concerned the legality of consideration by the supervisory authority of anonymous appeals. According to the prosecutor, it is possible, if they contain information about a possible crime.
Speaker Alexander Shcherba was interested in the fate of criminal cases against former head of state Yevgeny Shevchuk, whom the deputy corps last spring deprived of immunity. The cases were sent to court. The indictments on them are coordinated with the republic's prosecutor.
Head of the profile parliamentary committee Galina Antyufeeva thanked the staff of the supervisory authority for cooperation, focusing on the need to revise the current provisions of the law "On Bailiffs".
