Parliamentarians in the second reading considered amendments to the law "On the payment of labor of budget workers and the money allowance of servicemen and persons equated to them under the conditions of payment of monetary allowances". The law-in-draft was drafted by the President and is aimed at removing the legal gap associated with determining the conditions for the monetary maintenance of civil servants. In particular, it is proposed to establish a list of payments of this category of employees in the public sector according to class ranks.
Meanwhile, the initiative presented a number of issues related to the general level of remuneration of workers in the public sector. According to Deputy Oleg Vasilaty, it is wrong to single out any one category in circumstances where it is difficult for everyone. The parliamentarian introduced an amendment according to which he proposed to introduce a new norm from January 1, 2020, and the issue of increasing payments to civil servants should be considered in conjunction with measures to index pensions and salaries to public sector employees. On the other hand, Anastasia Kipyatkova, the official representative of the author of the initiative, explained that additional funds will not be required for payments to civil servants this year, and funding will be carried out within the limits set by the republican budget. The outcome of the discussion was summed up by the Chairman of the Supreme Council Alexander Shcherba.
Following the discussion, the law-in-draft was adopted by the deputy corps in the final reading. The Supreme Council at the same time voted to hold open parliamentary hearings on the issue of paying salaries to all categories of employees in the budgetary sphere in order to continue the conversation on the given topic.
