One of the main outcomes of the final plenary session of the 5th session of the Supreme Council of the 6th convocation was the adoption by the deputies in the second reading of the concept of fiscal and tax policy for 2018 and the medium term. It's not finished yet - the document remained in the second reading mode. The work on it will continue with the government.
However, the formation of a working agenda did not mean such a positive outcome. The vice-premier, the official representative of the government in the Supreme Council Stanislav Kasap made a statement on behalf of the highest executive authority. It was held in the morning. Its essence - amendments made by the deputy corps in the draft concept in the period between the first and second reading, radically changed its content. In this regard, the government asked to postpone further consideration of the document for September.
This position caused questions from the people's representatives. In particular, in connection with the proposal of the government of the parliamentarian Petr Pasat, they were interested in the specific dates for the submission of tax legislations by the government to the Supreme Council, which should be adopted before October 1, and the law-in-draft "On the republican budget 2019". His colleague, Oleg Leontyev, pointed out to the representatives of the highest executive authority for violation of the deadlines for the submission of the draft concept for consideration by the deputy corps. Despite this, at the request of the government, the people's representatives considered the draft budget and tax policy concept in working bodies of the parliament in extremely short time frames, adopted it in the first reading and continued working on it, making numerous amendments to the document. The outcome of the discussion on whether to consider the draft concept of fiscal and tax policy during today's plenary meeting, whether to accept it in the second reading or postpone was brought by the Speaker of the Parliament Alexander Shcherba.
The result of the discussion was the adoption by the Supreme Council of the draft budget and tax policy concept for 2018 and the medium-term perspective in the second reading. The document in the same regime will remain for the development of a consolidated position between the government and the Supreme Council on remaining controversial issues.
