Alexander Martynov, "Overcoming the crisis and entering a new path of development"

Prime Minister Alexander Martynov presented a report on the work of the highest executive authority in 2017 to the deputies of the Supreme Council. The plenary session was attended by the President Vadim Krasnoselsky.

After the presidential elections, the new composition of the government had to start working in the conditions of an acute economic crisis. State expenditures accounted for more than 50% of GDP; the budget deficit was formed within 20% of GDP; expenditures on salaries and social payments reached 44% of GDP. In addition to this - negative currency assets (minus 42 million US dollars). The tax burden on the economy was 30%. Intermediary firms, "gray schemes", non-transparency in the use of budgetary funds.

It was important in these conditions to support the budget-forming enterprises, in particular, MMZ. It became a state, the management team was replaced, and Agroprombank issued a loan. Thanks to the taken measures, the work collective is preserved, and the enterprise still occupies the top lines of the rating of the largest taxpayers.

Elimination of the "gray" schemes was only one component of the fight against the shadow economy. Thanks to the joint activities of the tax authorities and the Office for Combating Economic Crimes, it was possible to collect more than 50 million rubles unpaid taxes, damages in the amount of 41 million rubles, 34 million of which went to the treasury.

According to the Prime Minister, reducing the tax burden on enterprises of the real sector of the economy has stabilized the situation in this sector, retained enterprises and teams. Without this, Alexander Martynov supposes, it would be difficult to fulfill state obligations to pay pensions and wages. Individual entrepreneurs began to pay less for a patent. Communal tariffs were frozen for citizens.

In 2017, the supreme executive authority initiated the development and adoption of two "road maps": supporting exporters and creating an enabling business environment. Thanks to the implementation of these measures, it was possible to increase both the total exports and supplies to Russia. The preferences for producers trading with EU countries have been prolonged. Today, a third of the products produced in Pridnestrovie are sent to this market.

According to the prime minister, the government applied absolutely different approaches to the drafting of the Concept of Budget and Tax Policy for the next year and the medium term. The document has already been submitted to the Supreme Council.

The head of the highest executive authority informed the deputies about the beginning and the course of the administrative reform, which touched on, among other things, the bodies of state power. She, according to Alexander Martynov, is aimed at improving the effectiveness of public administration. In the same row and adopted today by the Supreme Council in the second reading the bill "On the organization of the provision of public services." He is the fruit of the joint work of all branches of power.

The Prime Minister described the situation in such areas as health care, social security. At the same time, he admitted that the main issue for today is when the economic growth will lead to an increase in the standard of living of the population.
