Alexander Korshunov, "The Supreme Council is counting on constructive and well-coordinated work with the Government"

The general position of the deputies regarding the activities of the Government in 2021 was expressed by the Chairman of the Supreme Council Alexander Korshunov. The Speaker noted at the beginning that the past year was not easy, and therefore the work of the executive authority was not easy either.

The Speaker of the Parliament thanked the Government for its work, pointing out the positive effect of the implementation of a number of programs: on preferential lending under the interest rate subsidy program, lending to young families, the implementation of the Capital Investment Fund program, thanks to which the republic becomes more beautiful, and the creation of an electronic platform for the purchase of goods and services.

Alexander Korshunov in his report focused on the points that the PMR Prosecutor and the Head of the Accounts Chamber highlighted.

As Alexander Korshunov emphasized, according to the Constitution, Pridnestrovie is a state of law, and the law is above the opinion of individual lawyers. But in 2021, in a number of cases, the principle of expediency prevailed over the principle of legality, the speaker of parliament noted.

Deputies of the Supreme Council, the PMR Prosecutor's Office and the Accounts Chamber consider that the result of different interpretations of the current legislation by the lawyers of the Government is non-compliance with the norms of the current legislation. Alexander Korshunov considers that it is necessary in this regard to concentrate the work of the Ministry of Finance and the entire Government.

Alexander Korshunov considers that shortcomings in the work of the Government must be corrected. The deputies refer to them as the absence of by-laws or violation of the terms of their development. Also, according to the speaker, it is necessary to strengthen the work on the interaction of the Government with the Supreme Council and on providing information to deputies at their request. The deputies are also concerned about the provision of information to the media about decisions that have not yet been adopted at the legislative level.

Further, the Chairman of the Supreme Council focused on the issue of the adoption of the Budget Code. The Ministry of Finance is not interested in this. Alexander Korshunov emphasized that the deputies developed the draft of the new law on behalf of the President together with representatives of the Accounts Chamber and the Prosecutor's Office. The deputies are waiting for a response from the Government, which has not sent its representatives to the working group on the development of the Budget Code.

According to Alexander Korshunov, it is necessary in further joint work in a difficult period for the republic to focus on the main areas, including a favorable investment climate, the creation and development of import-substituting industries, and the well-being of citizens.

The PMR President expressed his opinion on the work of the Government. Vadim Krasnoselsky emphasized the importance of systematizing decision-making. An external factor affects economic well-being, but no one gives the right to violate the legal basis of the state, Vadim Krasnoselsky noted and added that “the more difficult the external factor, the more strictly it is necessary to demand the implementation of legislation in our republic”.

The Chairman of the Government assured that he would listen to the expressed opinions. Following the discussion of the work of the executive body over the past year, the deputies of the Supreme Council took note of the report of the PMR Government on the results of its activities for 2021, including on the issues raised by the Supreme Council, by adopting a relevant Resolution.
