Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov in the course of the plenary session presented to his colleagues a report on the activities of the Parliament and its structural divisions in 2022. This format of the report was used for the first time; earlier reports on the results of each session of the Supreme Council of the Pridnestrovian Moldavian Republic were published on the official website of the Parliament.
The Speaker of the Parliament focused on legislative activity at the beginning of his speech. The deputies held 36 plenary meetings and1 extraordinary meeting and 4 extraordinary meetings due to the economic situation last year. The deputy corps considered 975 issues and adopted resolutions on them. The President vetoed 2 laws. The Supreme Council rejected 80 draft laws, almost the same number were withdrawn by the authors. 406 laws were adopted and signed by the President. Basically, these were changes and additions to the current legislation. 7 new laws for our republic were adopted last year.
Legislative initiatives were received from the Government, the President, the Prosecutor's Office and other departments that are the subjects of the legislative initiative. The deputies of the Supreme Council initiated 193 amendments and additions to the legislation. Moreover, there were both individual legislative initiatives and those presented by groups of deputies, the majority – 134. Alexander Korshunov named the most active parliamentarians, among them Galina Antyufeeva, Igor Buga, Serghei Cheban, Victor Guzun, Grigory Dyachenko, IlonaTyuryaeva, vladimir Babchinetsky, Anton Onufrienko, Ruslan Gareev.
Most of the report is devoted to the work of the Committees and Commissions of the Supreme Council of the Pridnestrovian Moldavian Republic. The parliament has 6 committees and 2 commissions. They prepared 971 issues for consideration at plenary meetings in 2022. The “legislative” load per committee specialist per year ranged from 15.5 to 34 initiatives.
The Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic focused on the most labor-intensive tasks that were performed by the parliamentary committees.
Thus, the Committee on Legislation, Protection of the Rights and Freedoms of Citizens carried out a lot of work on the adoption of the Law of the PMR "On the Enactment of Part Four of the Civil Code of the Pridnestrovian Moldavian Republic" and on the execution of the President's order to fix the names of settlements in the legal field in the three official languages of the Pridnestrovian Moldavian Republic.
The Committee on Economic Policy traditionally works out the law on the republican budget for the next year and analyzes the report on the expenditure of financial resources for the past year, together with the Committee on Regional Policy participated in the work of the commission on reforming legislation in the field of insolvency (bankruptcy). Alexander Korshunov recalled that the result of her activities was a package of legislations that were submitted to the Supreme Council, adopted in the first reading, and now the Committee on Economic Policy is completing work on them in the second final reading.
A working group was created on the basis of the Committee on Economic Policy, which carried out work on the study of the powers of local governments and their system analysis. One of the results of the activities of this group was the introduction of amendments to the current legislation in terms of the unification of approaches to the organization of accounting in cities and regions of the republic. The work was completed.
The Committee for Regional Policy and Housing and Public Utilities systematically identified inconsistencies in by-laws and contributed to bringing them into line with the current laws.
The Committee on Agro-Industrial Complex and Industry carried out systematic work in relation to the Road Fund and the Capital Investment Fund, prepared for adoption a state target program for the restoration and development of the reclamation complex until 2026.
The Committee on Social Policy and Health has done a lot of work to develop the concept of a new law on the wages of public sector employees.
The Committee on Education, Public Associations and the Mass Media updated the Law of the Pridnestrovian Moldavian Republic "On Publishing Activities" that had not changed for 15 years and finalized the register of immovable cultural heritage objects, including 37 objects in it. The work is also serious and fruitful, Alexander Korshunov emphasized.
Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic outlined for the Committees the directions of lawmaking, which should be emphasized this year.
The Committee on Legislation, Protection of the Rights and Freedoms of Citizens was recommended in particular to begin work on the modernization of the Civil Code of the Republic.
In the areas of work, the Committee on Social Policy and Health was instructed to continue work on new law-in-draft on wages and develop an integrated approach to the organization of primary health care by family doctors. The Committee on Agro-Industrial Complex and Industry should complete work on changing the current legislation in the creation of the Land Cadastre in the Pridnestrovian Moldavian Republic, continue improving laws that contribute to the development of melioration and the agro-industrial complex as a whole. The Committee on Regional Policy and Housing and Public Utilities this year will intensify work on modernizing the legislative framework in the field of urban planning and architecture, it is necessary to complete the work of the group on the so-called abandoned buildings and continue searching for solutions to reduce debts for paying utility bills by individuals and legal entities.
The Committee on Education, Public Associations and the Media was instructed to submit a draft of a new law on tourism for consideration by the deputies. This law-in-draft is under consideration by this Committee, there are many comments, and in order to make changes, a large number of amendments will be required. Alexander Korshunov recalled that the law “On Amendments to the Customs Code” holds the record for the number of amendments; the Economic Policy Committee introduced about 430 amendments in 2019 and 2020. Even more changes will need to be made to the law on tourism, therefore, the speaker emphasized, the Government and the Education Committee need to work at the “zero reading” stage and prepare a coherent and verified law-in-draft.
Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov briefly announced the data on the work of the structural divisions of the Office of the Supreme Council for 2022. They are set out in more detail in written reports sent to all parliamentarians.
- The Department for Interaction with Local Self-Government Bodies studied and analyzed the materials of 796 sessions of local Councils, at which 6667 issues were considered;
- employees of the proofreading department read more than 10 million characters without spaces;
- employees of the department prepared 110 transcripts of plenary sessions, meetings of presidiums, commissions and working groups;
- the Department of Accounting and Reporting prepared and sent to the state information system (Ministry of Finance, Department of Statistics, Environmental Service), the Accounts Chamber, 37 consolidated monthly and quarterly reports, during the preparation of which 7406 documents were processed;
- the press service prepared more than 700 informational texts, almost 400 videos, 44 episodes of "The Deputy Hour" program were broadcasted;
- the department of protocol support for official events ensured the participation of the leadership and deputies of the Supreme Council in 57 (fifty seven) solemn and protocol events, and prepared 750 letters, including greeting addresses;
- the personnel department issued and issued 384 departmental awards and 31 state awards;
- the legal department conducted a legal examination and endorsed 641 materials for legislations (draft resolution, tables for adoption, for rejection, report), submitted conclusions on the inconsistency of the provisions contained in the materials with the current legislation on 7 materials for legislations, and conducted a legal examination for compliance Constitution, Regulations and other normative legal acts;
- document flow increased by 1.5 times compared to 2021 - up to 12.5 thousand, mainly due to an increase in the volume of correspondence with state authorities and administration;
- 416 citizens addressed the Supreme Council in 2022 on various issues;
- the process of transferring the files of the Supreme Council of the PMR for permanent storage to the Central State Archive of the PMR for the period from 1990 to 2006 was completed in 2022;
- with the participation of the economic department, the repair of the 1st floor was carried out, together with the press service, a photo exposition of the history of all 7 convocations of the PMR Supreme Council was organized (123 photographs);
- the department of software and computer support eliminated DDoS attacks on the website of the Supreme Council (conducting and configuring the second optical communication channel of the Internet; reconfiguring the web server to work over the new Internet channel). Recycling of obsolete and failed computer equipment was also carried out;
- the car park was reduced by 2 cars in the transport department, fuel consumption per car decreased by 430 liters compared to 2017.
