The law-in-draft “On the republican budget 2019” is under consideration in relevant parliamentary committees. Alexander Korshunov told about the innovations of the draft budget 2019 and the emerging trends in the economy.
The Plans to collect more Taxes
The work on the main financial document of the year in the Pridnestrovian parliament. The draft budget 2019 entered the Supreme Council at the end of last week. Today, the document is under consideration in relevant parliamentary committees, including in politics, politics and finance. Now there is a procedure for comparing budget figures for 2019 with planned indicators for the current year. There are certain positive moments, including the planned amounts of tax revenues. Next year it is planned to collect taxes for 150 million rubles more than this year.
This suggests that, on the one hand, controversy is being placed on increasing the business activity of our economic agents, on the other hand, their social responsibility has increased - they have become more efficient in paying taxes. 

We consider the draft budget law in three readings. The most difficult and responsible is, in my opinion, the first stage. This is due to the fact that in the first reading the Supreme Council approves the main parameters of the budget: its revenue and expenditure part. These numbers are affected by all the proposed amendments, which will necessarily come from the legislators, as well as other subjects of the legislative board. The work is complicated, but, I think, within a month the relevant committee will complete the work, and the draft budget-2019 will be submitted for consideration in the first reading.
The first shoots of development
For the last year or two we have been talking about financing, aimed not only at the social level, but also at the development of the economy. The Supreme Council supports the view that part of the funds must be directed to the economic development of our state. It should be noted that the first growth buds of the development budget were laid back in 2018. In the budget were earmarked funds for the restoration of social facilities. The Fund for Capital Investments issued 155 million rubles is for these purposes. Today, funds are directed to the construction, reconstruction of hospitals, schools, kindergartens. The draft budget for 2019 also provides funding for this purpose. It is planned that revenues to the capital investment fund will exceed 205 million rubles. In addition, within the facilities where they are undergoing renovations, new ones have been introduced - these are healthcare, culture and sports facilities. This means that more money will be invested in our economy, and we will be able to solve more problems.
It should be noted that the republican budget-2019 is still socially oriented. More than 70% of financial resources financed for the financing of socially protected articles. This is about 2.4 billion rubles. Let me remind you that tax revenues are planned in the amount of 1 billion 800 million rubles. Therefore, the expected increase in tax revenues in the coming year does not yet allow to fully finance socially protected articles. But the outlined dynamics of tax revenues is positive, and this instills certain optimism.
New in the draft budget for next year
If we talk about the innovations of the budget-2019, then a new fund will appear - the Fund for the Support of Small and Medium-Sized Businesses. About 24 million rubles will be allocated for these purposes. This will contribute to the revitalization of entrepreneurs, including in the agricultural sector. Top state startups are supported in the form of grants.
Despite the fact that the budget is complicated, both the Supreme Council and the government are seeking opportunities to support certain areas. In particular, it is planned to create housing for orphans next year. Today we have a big enough queue. These are 799 children over 18 years old and in need of housing. The children do not have parents who would help them to help. The state is in this role. 8 million rubles have been allocated for these purposes for the first time.

In 2018, at the initiative of the legislators, the Voter Mandate Foundation began to work, and this activity already has positive feedback. Of course, it is impossible to solve all problems at once in the electoral districts that were voiced during the elections to the Supreme Council and at the reception of citizens of already existing deputies. But little by little questions are solved. All work that is planned for the current year will be surely performed. If for any reason the pledged financial resources are not fully utilized, the remaining balances will be carried over to 2019, the planned activities will be implemented. Next year the Foundation will continue its work. The budget for these purposes is the amount of 4.3 million rubles.

The planned amount for next year’s budget for the road sector is encouraging optimism. It is supposed to allocate about 190 million rubles, which is almost 35 million more than this year. This gives hope that our roads will become better.

It is important to note that the draft budget 2019 is balanced by socially protected items. This suggests that all pensions, public sector wages, benefits will be paid in full and on time.
