The fate of the machine-building industry of the Republic, former leader, the plant, named after Kirov, its employees - is again in the spotlight of the deputies in the debate on the answer to one of the deputy inquiry.
Two months ago, members of parliamentarians Ilona Tyuryaeva and Gregory Dyachenko prepared deputy inquiry concerning situation prevailing in the capital of JSC "Litmash". It was based on the appeals of voters that were voiced during the reception on personal matters. The request was supported by the parliamentary colleagues deputy corps and sent to the Prosecutor of PMR and the Government of the Republic.
The main thing on what government agencies have focused, so it is more than a year's unpaid wages to employees of the plant. Moreover, labor law violations are widespread. Among the victims involved in the fighting for the protection of PMR, the disabled, pensioners - people in need of social protection of the state. Despite the fact that the leaders of the non-payment of the plant on time wages, and the law requires them to pay no less than once a month, were brought to administrative responsibility, the actions of bailiffs do not achieve adequate results due to lack of funds in the company. Moreover, as it turned out later, much of the property of the plant was mortgaged for bank loans. The bankruptcy of the once illustrious factory with more than a hundred years history appeared on the horizon.
The response to the deputy's inquiry of Ilona Tyuryaeva and Gregory Dyachenko on the information on the financial situation of "Litmash", as well as actions proposed by the Government to prevent the liquidation of the enterprise, the elimination of violations of the labor legislation, repayment of wage arrears was discussed at the finish of the plenary session of parliament.
The situation was clarified by the 1st deputy minister of economic development Inna Linnik. According to her information 100% stake of the plant Kirov belongs to a private investor, since 2005. The government has provided support to the enterprise by reducing the tax payments and the cost of energy used for production in 2014 and in 2015. However, their commitment - to save jobs, production and sales of products, the timely payment of the full amount of the salary - the owner of "Litmash" did not fulfill. As a result, as of January 1, 2016 tax arrears to the budget amounted to 23 million rubles, and for energy - 72 million rubles. However, if earlier he had asked the government to give respite to these payments, it has recently become a general demand to cancel all the resulting debt, as well as not to apply to him penalties. It is clear that the responsibility for untimely and not in full payment of wages to employees in accordance with applicable laws are the owners of the enterprise. However, public authorities should not remain indifferent to the violation of labor laws. At the same time the owners and management of the plant say that could resume the production process (in the stage of signing a number of contracts), but it prevents blocking of the company's account.
