The VI convocation, results: protecting the interests of voters

All laws, initiated by the Committee on State Regional Policy of the Armed Forces of the VI convocation, are aimed at protecting the voter from illegal actions of citizens and services, as well as improving the comfort and safety of living. This is confirmed by the law adopted in November 2019 on amending the Housing Code. It was adopted on the initiative of deputies Anton Onufrienko, Valentin Matveychuk, Alexander Shcherba, Vasily Kunitsky and Yakov Galak. The law guarantees the purchase of housing without debt. According to the document, the state registration and notary service is obliged to check the presence or absence of debt and warn the buyer. Debt housing is purchased only with the written consent of the citizen.

According to another law, adopted in October 2019, administrative liability was established for an unjustified refusal to conclude an agreement for the provision of services for the collection and removal of solid household waste by a specialized economic entity.

Thanks to the legislative initiative of the Deputy Chairman of the Regional Policy Committee Anton Onufrienko, in July 2020, the boundaries of operational responsibility and balance sheet ownership of external engineering communications of cooperative apartment buildings were legislatively fixed. It is spelled out at the legislative level that the border of division of responsibility for the repair of utility networks of heat, water, gas supply and electricity networks that run outside the perimeter of the house will pass either along the meter or along the border of the house. The necessary additions were made to the Housing Code.

The legislation in the field of payment for utilities has been improved. Since June 2019, in accordance with the amendments and additions to the Housing Code, the consumer directly, bypassing intermediaries, pays the manufacturer or supplier for all services provided. Residents of multi-family cooperative buildings pay utility bills directly to their suppliers. This legislative change ensured a fair and transparent system of payment for services by excluding intermediaries from the payment chain. Before the law came into force, the residents of these houses first paid to the cooperative, which subsequently paid off with the enterprises.

The owners of non-residential premises of apartment buildings will take part in the maintenance of the entire house. Commercial properties are located on the ground floors or in the basements in some high-rise buildings. Previously, the owners of these premises were not required to take part in the maintenance of the entire house. Amendments to the Housing Code were initiated by a group of deputies of the Committee for State Regional Policy. The law comes into force on January 1, 2021.
