Agricultural development
The state program for development of the agro-industrial complex of Pridnestrovie was approved for 2019-2026. This will ensure food security and self-sufficiency of the republic, increase the volume of production of its own agricultural products, increase exports and, as a result, foreign exchange earnings in the republic. Among the priority areas of the program there is development of animal husbandry, gardening, and land reclamation. Agrarians receive soft loans from the State Reserve Fund. Subsidies and subsidies from the state are provided. The agro-industrial complex development program adopted by the deputies of the Supreme Council includes a set of measures to support villages. This is a solution to the issue of employment of residents and development of rural tourism.
The law "On tax on income of organizations" was amended to support agricultural producers. The law-in-draft developed by the deputies of the Committee on Agro-Industrial Complex was aimed at reducing the tax burden and preventing further deterioration of the financial situation of farmers. Now the privilege is provided to those organizations, in the proceeds of which the sale of crop, livestock, fish breeding products of their own production, as well as products of their processing is at least 70% of the total income for the year. Previously, the amount of sales proceeds was 80%.
Measures were taken to provide support to agricultural producers who faced adverse climatic conditions (spring frosts and droughts) in 2019 and 2020 and restrictions related to countering the spread of coronavirus infection. A set of support measures has been established. This is a program of concessional lending, which provides that industrial and agricultural enterprises can receive foreign currency loans for up to two years to replenish working capital. At the same time, part of the loan obligations assumed in the amount of 3% per annum is repaid at the expense of tax liabilities of credit organizations to the budget. It is possible to prolong the loans previously issued to agricultural producers up to one year. Organizations on whose lands 50% or more of crops of agricultural crops or ovary of fruit and berry crops and grapes died, are exempted from paying land tax, share tax and a fixed agricultural tax. In addition, the tax rate on income of organizations in the fruit and vegetable industry has been reduced.
Amendments were made to the law "On additional measures aimed at stabilizing the PMR economy" to promote the development of import substitution and domestic processing industry. Benefits are provided for agricultural producers with a full production cycle.
The law "On the Basics of the Tax System in the PMR" has been supplemented with a targeted levy from agricultural producers. The amount of the payment will be 50 rubles per year for 1 hectare of agricultural land. Such measures were taken to form a permanent source of finance for the restoration of the land reclamation complex of the republic. This will make it possible to timely carry out current and major repairs of reclamation networks, purchase the necessary and power equipment.
Traffic laws
The law “On Compulsory Civil Liability Insurance of Vehicle Owners” appeared in Pridnestrovie for the first time in 2017. The reason for the development was the world practice. At that time, "auto-civil service" had been operating for more than one year in Russia. In addition, in 2015–2016, a presidential decree on the introduction of OSAGO was in force in our republic. The deputies of the Supreme Council considered it necessary to settle all issues in this direction on the basis of the law. The parliamentarians have developed law-in-draft taking into account the proposals of voters. The adopted law provides for the use of the "bonus-malus" system for those who do not commit road accidents. Benefits have been introduced for insurance payments for retirees, disabled people, defenders of Pridnestrovie, combatants in Afghanistan and victims of the Chernobyl disaster and other radiation or man-made disasters.
The adopted law "On road safety" is in force in the republic. This document defines the legal basis for ensuring road safety in the territory of Pridnestrovie. Its main tasks are: protection of life, health and property of citizens, protection of their rights and legal interests, as well as protection of the interests of society and the state by preventing road accidents.
Support for large families and businesses
The norms of the law "On state support for large families" have been supplemented. The adopted amendments enable families raising three or more children, as a matter of priority, to obtain a land plot free of charge for their personal subsidiary farming, gardening, individual housing or summer cottage construction. Changes to the law were made to provide state social support to large families.
The tax burden on limestone mining organizations has been reduced. The Law "On payments for environmental pollution and the use of natural resources" has been adjusted to increase the activity of mining enterprises.
Law-in-draft with amendments to the law “On payments for environmental pollution and the use of natural resources” was adopted. Now the tax for the use of subsoil is not collected from state-owned enterprises that supply sand, gravel, crushed stone to the administrations of villages. Payments are not charged on the volume that is released free of charge. The goal is to provide village administrations with building materials for improvement of settlements. We are talking about objects of the social and cultural sphere and roads. In addition, lonely pensioners, disabled people of I and II groups, combatants and persons equated with them, as well as employees of the education, medicine and internal affairs bodies working in rural areas will be provided with construction materials.
Receiving share payments
The categories of persons entitled to a land share have been expanded. State guarantees are provided to employees of state farms, state farms-technical schools and collective farms, if the length of service at these enterprises is at least 15 years. Prior to the adoption of amendments to the PMR law “On state guarantees to citizens entitled to a land share and other employees of agricultural enterprises”, the length of service had to be at least 20 years. The list of share recipients also began to include employees of state agricultural enterprises, including those that were part of scientific and production associations, if during the reform of the agrarian sector they used agricultural land.
To control quarantine weeds and preserve nature
The norms of the Code of Administrative Offenses have been supplemented to increase the effectiveness of countering offenses that are associated with non-compliance with the rules for combating ragweed.
The State Complex Reserve "Dikul" will be created in Pridnestrovie. The tract, located next to Nezavertaylovka, is a part of natural areas of international importance. Rare species of animals and birds live here. They are well preserved due to the inaccessibility of the tract and its remoteness from large settlements. The creation of the Dikul reserve will provide an opportunity to protect the unique natural area from anthropogenic influence. This will allow preserving rare species of animals and plants included in the Red Data Books of the PMR, Moldova and Ukraine.
