The Supreme Council in the VI convocation adopted decisions in support of medical workers. The Parliamentary Press Service prepared a compilation of basic laws. They relate to increase in salaries for some categories of health workers. Support measures were also provided during the state of emergency and quarantine due to the threat of the spread of coronavirus infection.
Wages of workers of anti-tuberculosis organizations, renal therapy (hemodialysis) and emergency medical departments were increased from January 1, 2020. The Supreme Council lifted the restriction on the establishment of allowances and surcharges for such categories of medical workers. Previously, the amount of additional payments should not exceed 140 MW. The mechanism for calculating allowances is established by the Government. The changes are spelled out in the PMR law "On amendments and additions to the Law of the Pridnestrovian Moldavian Republic "On wages of public sector employees, pay for military personnel and persons equated to them in terms of payment of wages, pay for civil servants".
Medical workers have increased to 50% additional payment for urgency from July 1 of this year. Doctors receive as much as half an hour of working time in a medical institution for each hour of duty at home. The norm is spelled out in the PMR law "On Amendments to the Labor Code of the Pridnestrovian Moldavian Republic". Previously, the amount of additional payment, according to the Government decree, was 20%. The payment mechanism is determined by the executive authority.
For those health workers who treat, examine, diagnose, care for, serve and transport carriers of coronavirus infection, the working time is counted triple - a day for three. This applies to the period of the state of emergency and quarantine. The PMR Law "On Amendments to Certain Legislative Acts of the Pridnestrovian Moldavian Republic" was adopted in order to support people fighting the coronavirus.
The period of validity of the qualification categories of medical workers was automatically extended during the state of emergency. The commission was not collected due to quarantine measures. Therefore, the Supreme Council decided to extend the validity period of the categories so as not to reduce the level of remuneration of medical workers. This decision is one of the measures of state support during emergency.
Medical equipment and specialized medical vehicles have been purchased for healthcare institutions since 2016 at the expense of the funds of the unified social tax.
The state has been paying special attention to medicine, repairing healthcare facilities under the Capital Investment Fund program for three years. Work at social facilities does not stop even in difficult conditions. The capital investment program finances major repairs and purchases medical equipment. 50-60 million rubles are annually allocated to the republican budget only for medical equipment.
