Deputies of the PMR Supreme Council identified priority areas that must be taken into account in the law on the republican budget 2021. It was formed on the basis and taking into account the wishes of the voters, with whom the parliamentarians met in the constituencies during the parliamentary holidays. The submitted proposals will be discussed at the zero reading of the law on the republican budget for 2021 with the President and the Government.
The Head of the Committee on Social Policy and Healthcare, Sergei Cheban, commented on the main directions of social policy, which the deputies will insist on when discussing and adopting the 2021 budget.
Raising salaries and pensions
The Head of the Committee on Social Policy and Healthcare emphasized that the main issue for the future budget is the possibility of increasing wages and pensions, timely payment in full.
State program "Retraining and advanced training of medical workers"
Sergei Cheban noted that the Committee of the Supreme Council on Social Policy and Healthcare annually raises the issue of developing a separate state program to improve the qualifications of medical workers. This direction is partially funded. Relevant parliamentary committee considers that there should be a separate article in the budget that regulates all the nuances of this work.
Compensation for Soviet deposits
Deputies propose to increase the year of birth of recipients of compensation for Soviet deposits. Now they are issued to Pridnestrovians who were born before 1945, or to their heirs. It is proposed to establish from 2021 that people who were born before 1948 or 1950 can receive compensation for Soviet deposits.
Home for orphans
Implementation of the state program to provide housing for orphans should be continued next year, according to Deputies of the Supreme Council. In their opinion, it is necessary to provide funding for these purposes when considering the 2021 budget. The program has been operating for the third year and will continue until 2028. The state intends to purchase more than 600 residential premises for orphans in ten years. Last year, 60 orphans received the keys to their own apartments. In the 2020 budget, the parliament allocated approximately 8 million rubles for their purchase.
Parliamentarians propose to pay off wage arrears to employees of bankrupt state-owned enterprises
If state-owned enterprises go bankrupt, the state will take over the wage debt to employees. This direction of financing was also considered today by deputies of the Supreme Council at the Presidium meeting.
According to the Head of the Committee on Social Policy, such a mechanism will have a positive effect on the image of the state. After analyzing the situation in this area, the Supreme Council intends to make a positive decision on the payment of wages to this category of workers.
