Support for large families purchasing housing
The deputies of the Supreme Council have tripled the tax-free amount of income for large families who buy an apartment or build a house for the first time. The rule of the law on property tax deduction for those who first purchased housing or builds a house has been in force since 2001 in Pridnestrovie. Prices have increased during this time and established by the state minimum wage has lagged behind price dynamics.
The amount of tax-free income for large families in need of better housing conditions is 30 thousand minimum wage now. This is 312 thousand rubles.
Preferential loans for defenders of the PMR
The Supreme Council adopted in the spring session the State Target Program for Concessional Lending to Participants of the Military Operations to Protect the PMR, who became invalids of I or II groups. This is a legislative initiative of a group of deputies of the Supreme Council. Initially, the program was designed for 3 years, but it was decided to extend its validity by 6 years - from 2021 to 2026 in the process of working on the document.
The funds are provided by the Pridnestrovian Savings Bank at 17% per annum. The borrower pays 4% per annum. 13% are covered by the republican budget. The maximum loan amount is 25 thousand rubles. The budget includes funds for lending, and those who wish will be able to take out a loan this year.
Public transport routes
The state will provide support to transport organizations involved in the transportation of passengers. The Supreme Council has supplemented the law "On Transport" with the concepts of "regular route", "flight" and "socially significant regular route". Due to the spread of the coronavirus infection COVID-19, passenger traffic on regular routes decreased by 57%, transportation became unprofitable. Routes to remote villages of the republic have become, in fact, unprofitable. Already in 2021, the state will subsidize transport organizations serving socially significant routes.
State program for the restoration of land reclamation
The Supreme Council of the VII convocation during the spring session adopted in the first reading the state program for the restoration of the reclamation complex. The program is designed for 6 years.
The issue of restoring the melioration system in the Supreme Council has been raised since 2018, and the last dry years have shown that without reliable irrigation systems, farmers suffer serious losses. Pridnestrovie is located in the zone of risky agriculture, and if there is no artificial irrigation, one cannot count on a stable harvest.
Objects were selected to be repaired together with the farmers, the cost estimate and action plan for the restoration of the reclamation complex were drawn up.
The total amount of funds for the implementation of the program is 174 million rubles. The expansion of irrigated areas will be about 40 thousand hectares. Land users will also take part in the project. They will help restore on-farm irrigation networks. Many farmers are planning to expand the area of irrigated land.
Long term program
Long-term capital construction program will operate in Pridnestrovie from this year. It is designed for 6 years. Previously, objects that the state planned to build or repair were included in the program of the Capital Investment Fund when considering the budget for the next year.
1 billion 866 million rubles will be allocated for the program during 6 years. This is approximately 300-400 million rubles a year. The Supreme Council of the VII convocation in the spring session adopted the draft comprehensive state target program of capital investments and capital repairs for 2021-2026 in the first reading.
Reallocation of budget funds-2021
The Supreme Council adopted amendments and additions to the 2021 budget.
The deputy corps decided to increase government spending on the fight against coronavirus, food in social institutions, and the maintenance of a number of power ministries and departments. In addition, 52 million rubles were redistributed for the purchase of medicines for covid hospitals, 58 million were added to the payment of covid allowances for medical personnel, 16 million rubles will be spent on the purchase of vaccines. Additional 2 million rubles were allocated for meals in boarding schools, orphanages and other social institutions.
Almost 5.5 million rubles will increase the cost of subsidizing the interest rate on soft loans this year. Changes have been made to the law "On the budget of the Unified State Social Insurance Fund". Pension expenses will increase by 41 million rubles.
