The budget is balanced according to socially protected items

The main document that was adopted by the Supreme Council of the VII convocation on the eve of 2021 was the law "On the republican budget". Mobilization Reserve Fund was formed in Pridnestrovie, the funds from which are for the fight against coronavirus infection. All targeted state programs related to the prevention and treatment of the most dangerous diseases continued to work this year. In addition, a new state program for combating hepatitis has been launched in Pridnestrovie.

160 million rubles were allocated to increase wages and pensions for public sector employees during the formation of the budget. A program to support young families was launched this year. Young people who work in government institutions can receive government subsidies to purchase housing. 12 million rubles were allocated from the budget for these purposes.

The deputies unanimously supported the decision that monetary compensation for the deposits of the Soviet Union will be paid to those born before 1950 inclusive. Compensation was paid earlier to those born before 1945.

One of the important decisions of the deputy corps was to increase the amount of funds that will be directed to the Road Fund. This area was allocated 30 million rubles more than planned.

Two new funds have started working in Pridnestrovie this year: the Agricultural Development Fund and the Land Reclamation Development Fund. The Entrepreneurship Development Fund and other programs aimed at supporting enterprises continued to work.

According to the deputy corps, the main thing that has been achieved while working on the budget is that the main financial law is balanced according to socially protected articles. This means that the state will fulfill its obligations in full and on time.

 

Unified approach to taxation

The income tax rate for organizations involved in the repair and maintenance of public highways and structures on them has been reduced from 2.9% to 1.3% this year. According to the deputy corps, the tax burden should be the same for all business representatives, regardless of which roads are being repaired and what legal form the enterprise has. The funds that are released from business entities are directed to the technical re-equipment and modernization of production.

 

Support for health resort institutions of the republic

Another support measure, which was adopted by the Supreme Council in the spring session, is a reduction in the income tax rate for enterprises providing treatment services.

Due to the restrictive measures that exist today not only in Pridnestrovie, but also in all countries of the world, the number of services provided by sanatorium-resort institutions has decreased significantly, but the costs remain. The deputy corps of the VII convocation decided to apply a reduction coefficient of 0.4 to such enterprises when calculating income tax. The enterprises were able to use the freed up resources to solve the current problems associated with quarantine restrictions.

 

Tax preferences for farmers

Agricultural organizations and individual entrepreneurs who run a peasant or farm household were provided with tax preferences in the spring session. They touched upon those farms that suffered serious losses due to the 2020 drought. The Russian Federation rendered gratuitous material assistance to such Pridnestrovian farms. The Supreme Council decided not to levy income tax on these funds. The money that remained with the agricultural producers, they were able to use to purchase seeds, fuels and lubricants, and carry out sowing operations.

 

Increase in retirement benefits

The Supreme Council unanimously during the spring session supported the President's proposal to increase pensions.

From April 1, 2021, the minimum old-age pension was 693 rubles. As a result of the increase in the minimum old-age pension and the introduction of an additional amount to the pension, the size of pension payments increased from 5% to 11%, depending on the total length of service.

79.7 million rubles will be additionally allocated from the state budget to raise pensions by the end of the year.

 

Raising salaries for public sector employees

Deputies of the Supreme Council supported the proposal of the President of the PMR to increase wages for state employees and monetary allowances for military personnel from May 1, 2021.

The limits on wages for state institutions, where the optimization of the structure took place, increased by 4%. For employees of other budgetary organizations by 8%. Limits on pay for law enforcement officers have increased by 10%. 91 million rubles were allocated from the state budget for additional payments to medical workers who contacted patients with suspected coronavirus.
