The meeting of the Committee on Agro-Industrial Complex, Industry, Transport, Construction and Natural Resources was held online. Parliamentarians during the meeting together with those invited heard reports on the implementation of relevant government programs based on the results of last year.
The “Restoration of tall oak forests on the lands of the State Forest Fund of the PMR” state program is designed for 2021-2041. It provides for reforestation and sanitary felling in overmature plantations, reforestation in cleared areas by planting oak, growing pedunculate oak forest crops, developing scientifically based recommendations for the restoration of forest phytocenoses, provision of a monitoring system for the state of forest biological resources and development of an information support system.
The program provides for phased and proportional financing of activities aimed at reforestation of indigenous forests on the territory of the republic. Clear sanitary and reforestation cuttings in mature and overmature oak plantations were carried out in Kamenka, Rashkovo and Dubossary forest districts last year. They covered an area of 11.6 hectares, and acorn sowing took place on an area of 11.7 hectares, which is 93.6% of the actual planned area of 12.5 hectares.
An all-terrain Belarus tractor was purchased as part of the state program, during the transfer of funds.
The relevant Committee considers that the actual expenditure of funds in the areas and volumes provided for by the state program must correspond to the areas and volumes provided for by current legislation. The redirection of funds indicates the need to make adjustments to the state program.
Deputies of the Committee on Agro-Industrial Complex, Industry, Transport, Construction and Natural Resources propose to submit a report on the implementation of the “State program for the restoration of tall oak forests on the lands of the State Forest Fund of the PMR for 2021-2041” for 2023 to a plenary meeting and approve it in general.
As for the state program “For the re-equipment of fire department service vehicles” for 2023–2031. The 16.5 million rubles allocated for its implementation in 2023 were planned to be spent on the purchase of 7 cars. As a result, 5 fire tank trucks, an emergency response vehicle and the supply of an AL-32 fire ladder were purchased using funds from the republican budget. However, the purchased special equipment was delivered later than the specified period, which made it necessary to extend the deadline for fulfilling obligations under the concluded contracts due to external circumstances. Savings amounted to 56.5 thousand rubles due to the fact that procurement took place through an auction.
Deputies of the Committee on Agro-Industrial Complex, Industry, Transport, Construction and Natural Resources proposed to approve the report on the progress of implementation of the state program “Re-equipment of fire department service vehicles” for 2023 – 2031 for 2023. A report on the implementation of the state program “Development of the mineral resource base, rational and integrated use of mineral resources and protection of subsoil in the PMR for 2022-2026” for 2023 was heard in the course of the meeting of the Committee.
