The agenda of the next meeting of the Committee of the Supreme Council on security, defense and peacekeeping has incorporated a wide range of topics - from accounting-military border guards, military service and penalties for violation of the Charter to the issues of storage / carrying of weapons and commitment of the Government of opinions on the legislations.
Deputies discussed amendments to the law "On universal military duty and military service" at the beginning. The law-in-draft is designed within the framework of harmonization of our legislation with the Russian and regulates the procedure and especially the military registration of citizens discharged from military service in the reserve of the executive body of the government, which administers the issues of national security and the protection of the state border of PMR. With the adoption of the legislative initiative, all data on military personnel, retired from state security service, will be accumulated in the executive body of the government, which administers the issues of national security and the protection of the state border of the Republic. This will contribute to the security and confidentiality of information about individuals held military service in the KGB.
Earlier parliamentarians adopted the law-in-draft on making amendments and addendum to the law "On status of servicemen" in the first reading. In the course of today's meeting the parliamentary committee in preparation for the second reading of the law-in-draft together with representatives of stakeholders discussed the received amendments. There are 15 of them totally, and they concern mainly the protection of the rights of servicemen, they made their appeal disciplinary actions. The deputies are convinced that the rights of people in uniform must be protected; they should have the right to protection. Military officers have the right to hire lawyers to protect their legitimate interests in Russian Federation. In our republic, they also have the right to appeal the actions of immediate commander of a superior, to apply to the military prosecutor's office and the courts. To adjust and edit all the wording of amendments, Committee deputies decided to leave the law-in-draft in the second reading mode, and then bring it to the court of all deputies.
Among matters, considered by the deputies of the parliamentary committee on security were matters that are not relevant. For example, a package of legislations to amend the Constitution, the law on the government, as well as in the Rules of the Supreme Council concerned such thing as a summer residence supreme executive authority at the conclusion of legislations. A group of deputies, including two members of parliament and who are members of the Committee on security, defense and peacekeeping was in the role of the authors. Government's duty to provide conclusions on which it sends the legislations is spelled in legislative initiatives. Amendments to existing legislation are explained by law enforcement practice. It is often, when the government does not agree with the content of the law-in-draft, it on formal grounds simply does not provide its opinion within the prescribed period the legislation in force, which to some extent hamper the legislative process.
Rather controversial was the discussion of the law-in-draft relating to the possibility of maintaining a citizen passing civilian alternative service, former employment. The legislative initiative aims to increase the attractiveness of the performance of civic duty. The final decision on it will be taken firstly at the meeting of the responsible committee on legislation, and then all the deputies in the plenary session.
