Change the terms of conscription

Комитет по законодательству, правоохранительным органам, обороне, безопасности, миротворческой деятельности, защите прав и свобод граждан

14.11.2017

In the course of the meeting the Committee on Legislation, Law Enforcement, Defense, Security, Peacekeeping, Protection of Citizens' Rights and Freedoms, parliamentarians considered the legislative initiative of President Vadim Krasnoselsky. The President proposed to change the terms of the spring and autumn appeals for military service. The law-in-draft is designed to eliminate imbalances due to military reform. This applies to a greater extent to young people entering higher education institutions, as well as those who are recruited after the first year of study.

Currently, the spring call is carried out from April 1 to August 10, autumn - from October 1 to December 30. The position of the author of the law-in-draft is to change the terms for the first position - from April 1 to June 30, on the second - from August 1 to December 30. According to representatives of the Ministry of Defense, today about one thousand young people in the spring period are being called, and in the autumn - five times less. The new rule of law will eliminate the gap in the number of conscripts.

In order to take into account the interests of all interested parties, the legislators proposed their option for the autumn appeal: it is more expedient to conduct it not from August 1, but from September 1. This will make it possible to call upon those who finished the first year, and those who could not enter the university, to serve in this period. The law-in-draft is planned to be submitted for consideration in the first reading, taking into account the made.

Deputies of the Committee considered the legislative initiative of Galina Antyufeeva. The author proposed to supplement the norm of the law "On excises" in order to grant the right to drive a vehicle comments purchased and imported into the republic on preferential terms by a participant in military operations to protect the PMR, combat operations in Afghanistan or a participant in the liquidation of the consequences of the Chernobyl disaster, their close relatives, as well as to the spouse or the spouse.

The legislative initiative was approved in the Customs Committee. As the deputy chairman of the CC PMR Aleksey Lipovtsev noted, with the introduction of a preferential customs tariff, only 60 people used it. The new rule will not change the facility benefits, but will facilitate the convenience of its recipients. In view of the urgency of the issue, Galina Antyufeeva suggested that colleagues in the deputy corps support the legislative initiative.
