Deputies of the Committee on Education, Science and Culture considered amendments to the law "On education of persons with disabilities (special education)" prepared by taking into account comments and suggestions previously received from the entity of legislative initiative. The law-in-draft, authored by Deputy Vladimir Bodnar, aimed at expanding the conceptual apparatus in the current legislation. It is proposed, in particular, to introduce the concept of "inclusive education". It is based on the principle that children, in spite of their physical, intellectual, and other features are included in the general education system, and together with their peers in the community are trained in a secondary school in accordance with their special educational needs. The list includes - "student with disabilities", "adapted educational program". The Government proposed one of clarifying amendments. It concerns the definition of "integrated education". Members of the Committee will recommend the deputies to adopt the law-in-draft in the second reading.
The law-in-draft of deputy Vladimir Bodnar, aimed at changing some of the provisions of the Code of Marriage and Family was supported in the course of the meeting. It aims to improve the existing legislation regarding the rights of children left without parental care. Within the framework of harmonization with the Russian legal norms it is proposed to establish an adoption as the preferred form of this category of children and to increase the term of their adoption by citizens of PMR permanently residing outside the country, foreigners or stateless persons. In addition, one of the main purposes of the law-in-draft is to prevent the possibility of adoption, custody of persons who are in same-sex marriage. The author proposes to introduce to the Code the chapter regulating the process for children left without parental care in specialized institutions.
