The Committee on Economic Policy, Budget and Finance held a meeting to consider a number of legislations developed by deputies.
A group of parliamentarians of the Committee on Economic Policy proposes to amend the law "On Joint-Stock Companies" to improve the procedure for electing the chairman of the board of directors of a joint-stock company at the legislative level. The current provisions of the law stipulate that the chairman of the board of directors of a joint-stock company (and members of the board of directors) can only be elected by the general meeting of shareholders. It should be noted that the board of directors (supervisory board) is created if the joint-stock company has more than 50 shareholders, according to the provisions of the Civil Code of the Pridnestrovian Moldavian Republic. The authors of the law-in-draft note that in practice, difficulties arose in the process of determining the candidate for the head of the board of directors due to the impossibility of convening the general meeting of shareholders in full. Viktor Guzun, Vadim Kravchuk, Andrey Mezhinsky and Vadim Levitsky have developed a legislative initiative that is designed to simplify the current procedure for determining the candidate for the chairman of the board of directors (supervisory board), and to grant the authority to elect the chairman of the board of directors of a joint-stock company to the board of directors from among its members. A similar rule is in effect in the Russian Federation. The Committee on Economic Policy proposes that the Supreme Council of the Pridnestrovian Moldavian Republic adopt amendments to the law "On Joint-Stock Companies" at the next plenary session in two readings at once.
Another law-in-draft considered at the meeting of the Committee on Economics amends the current law on measures to minimize the consequences of the energy crisis. Deputy Alexander Korshunov proposes to exclude from the law certain provisions of Article 5 that have lost their relevance. They regulate the submission and subsequent approval of reports on the execution of the republican and local budgets, including reports on the execution of state target programs, the budget of the extra-budgetary fund. The law stipulates that during the period of the special legal regime (state of emergency in the economy), the requirement to submit current reports and reports for 2024, as well as quarterly reports on the execution of budgets and extra-budgetary funds, is suspended. The law-in-draft introduces amendments, according to which the Government of the Pridnestrovian Moldavian Republic must submit reports on the execution of the republican and local budgets, the budget of the extra-budgetary fund for 2024 by May 15, 2025.
The Committee on Economic Policy, Budget and Finance proposed adopting the law-in-draft in two readings at once at the next plenary session of parliament. At the same time, the relevant Committee has prepared a table of amendments for the second reading. Among them is an amendment from the Government that information on the execution of the republican and local budgets, budgets of extra-budgetary funds for the first quarter of 2025 must be provided by June 20, 2025. The amendments to the law propose to edit the rules concerning the submission of reports, statistical information, extension of permits, etc. It is proposed for each point to determine the expiration date of specific provisions of the law. For example, the amendments propose to establish that the validity of permits, the list of which is approved by a regulatory legal act of the Government (for example, licenses), is automatically extended and is valid not until the end of the state of emergency in the economy and 30 days after, but until May 10, 2025 inclusive.
The deputy corps will consider amendments to the law "On state measures aimed at minimizing the negative impact in connection with the introduction of a state of emergency economic related to the reduction (termination) of natural gas supplies to the Pridnestrovian Moldavian Republic" on the 9th of April.
