Meeting of the Committee on Agro-Industrial Complex, Industry, Transport, Construction and Natural Resources was held. There were several issues on the agenda. It is planned to submit some of them for consideration by the plenary meeting on December 20.
A new state program for the development of water supply in populated areas of the republic is being prepared for the second reading. The program is designed for five years, from 2024 to 2028. It is planned that during this time water supply networks will be continued where they do not exist, as well as old ones that have long since expired will be replaced.
The implementation of the program is aimed at resolving issues of construction and development of water supply infrastructure, as well as bringing the existing infrastructure in accordance with technical standards and drinking water quality standards in 32 settlements at 39 water supply facilities. The list, for example, includes the artesian wells of Parkany, Kamenka and Tiraspol. The supplied water does not meet sanitary rules and quality standards.
It is planned to provide centralized water to more than 12.5 thousand consumers in total. The networks are planned to be laid along the streets so that residents of the private sector can connect to them independently.
Deputies of the Committee on Agro-Industrial Complex, Industry, Transport, Construction and Natural Resources voted today for amendment that will change the name of the state program. Instead of “villages and towns” there will be “the PMR settlements”. This is due to the fact that some of the facilities that need reconstruction are located in towns, in Kamenka in particular.
Another important issue that deputies of the relevant Committee are preparing for consideration in the second final reading concerns amendments to the Civil Code of the Pridnestrovian Moldavian Republic and the law “On the Safety of Hydraulic Structures”. We are talking about a simplified procedure for accepting ownerless hydraulic structures into state ownership.
The legislative initiative was developed on behalf of the Government. According to the Ministry of Agriculture, there are about 300 km of dams in Pridnestrovie, 41 of which are not listed in balance now. Simplifying the procedure for accepting and transferring ownerless hydraulic structures will make it possible to begin their necessary routine repairs even before transferring them to state ownership. It was noted at the Committee meeting the procedure can sometimes last up to six months.
It is planned to submit the law-in-draft for consideration in the second reading at one of the upcoming plenary meetings.
