Deputies of the Committee on Agriculture, Transport, Construction, Natural Resources and Ecology consider that the relationship associated with the introduction of insurance should be regulated by Law. Lawmakers are sure that Parliamentarians have questions and comments regarding the developed by government law-in-draft "On compulsory insurance of civil liability of vehicle owners", but we must adopt the initiative. The current practice, based on the decree of the president, has found a lot of "pain points." We must study the proposed mechanism, taking into account not only the experience of other countries, but also the features of our region in order to reduce their number to minimum. Deputies and representatives of insurance companies, and representatives of the Union of Industrialists, Agrarians and Entrepreneurs of Pridnestrovie told about it. Deputy Oleg Leontiev suggested to colleagues to support the law-in-draft in the first reading, provided that its placing for consideration at the plenary session will be held parliamentary hearings with the participation of representatives of various government agencies, insurers, transporters. Deputies of the responsible Committee consider this variant as the only true one.

The initiative of a group of deputies, designed to eliminate social injustice with respect to persons who have lost the right to a share in the land share process was recommended for adoption. The current law bypassed the citizens, who for many years worked in collective farms, but are not their staff in reforming agricultural organizations. Parliamentarians therefore consider it necessary to provide state guarantees for men, whose labor experience farms share is not less than 25 years, and women who have worked in collective farms 20 years.

Discussion regarding draft Concept of budget and tax policy PMR for 2016 and the medium term was rather active. Deputy Minister of Economic Development Natalia Sokolova introduced the document. She said that it is important for the government to know at the moment, whether the legislators go to the classic idea of ​​a tax system with a parallel introduction of legislation similar to Russia in principle or not. The parliamentarians said that they cannot just vote for the idea. The project of program document inherently refers only to the replacement of turnover tax by three others: VAT, income and property entities taxes. However, there is no information on the rates, nor on the benefits. Deputies are assured that taking this kind of strategic decisions without specific figures and analysis is impossible. A similar opinion was expressed by Vice President of the Union of Industrialists, Agrarians and Entrepreneurs of Pridnestrovie Yuri Cheban. He told the participants of the meeting of the Committee about recently held meeting with the participation of leaders of Pridnestrovian enterprises, which resulted in an unambiguous conclusion: the business is in favor of the transition to the classical tax system, but cannot support the proposed by government "faceless" document. Yuri Cheban called it a "black box."

As a result, parliamentarians of the Committee on Agriculture, Transport, Construction, Natural Resources and Ecology did not support the draft Concept of budget and tax policy PMR for 2016 and the medium term. The deputies will make the final decision.
