The President may have the right to present the documents for consideration of the Supreme Council in legislative emergency mode in case of discussion of the most important from the point of view of the President of legislations requiring their prompt consideration of the Parliament. The President use this prescribed in the Constitution in 2012 opportunity 218 times. When the legislations are received in regime of legislative emergency, the Supreme Council shall suspend the consideration of other legislations. Taking into account the fact that many "sensitive" legislations in Parliament have not final decision, called into question the validity of the previously adopted by the Supreme Council of the laws. A group of deputies proposed to delete spelled out in the Constitution and the law "On the Rules of the Supreme Council" norm providing the possibility of the President of the legislations in the status of "regime" to prevent the development of the legislative process in such a scenario.

The head of the committee on legislation Galina Antyufeeva noted that initiated by her colleagues legislations was the result of these received from the President request to the Constitutional Court for the legality of earlier laws, along with not a decision on "sensitive" documents.

Another proposal of deputies, promoting continuity of the legislative process concerned the amendment to the Constitution and the law "On Acts of PMR legislation". The essence of the initiative is in the fact that when the president within the prescribed by the Constitution of the term (14 days) has not signed or promulgated adopted law-in-draft or returned for reconsideration by the Supreme Council, then the documents are put into effect after they are signed by the Chairman of the Supreme Council and official publication. Currently 49 previously adopted by the Parliament of legislation are unsigned. Proposed by deputies rules are in the legislation of other states - Ukraine, Belarus, Georgia. This proposal was supported by the deputies of the Committee on Legislation.

Another date for the legal framework of the Republic of legislations as proposed by a group of deputies, regards consolidation at the legislative level the institute of parliamentary investigation as a form of realization of the Supreme Council of the control functions.

Deputies of the Committee on Legislation decided to recommend the initiative of colleagues for adoption of the deputies.

The relevant committee for discussion during the plenary session sent a legislative initiative of Deputy Oleg Petrik on Amendments to the Constitutional Law "On the Prosecutor's Office of PMR". The author proposes to consolidate the Prosecutor additional function of supervision over the implementation of the legislation in force the head of state and executive authority.
