Under the auspices of the Parliamentary Committee on Legislation, Law Enforcement, Defense, Security, Peacekeeping, Citizens' Rights and Freedoms, a working meeting was held on the implementation of the norms of the law "On the right of citizens of the PMR to freedom of movement, choice of place of residence and residence within the PMR". The reason for its convocation was the repeated appeals of socially unprotected citizens, who are denied registration (registration).
This year, the Supreme Council adopted a package of laws regulating citizenship, residence / discharge, internal migration and citizen registration. They were signed by the head of state and came into force. However, with its implementation, as noted during the meeting, Deputy of the Supreme Council Vitaly Kalin, things are not the best way. This, in particular, concerns the registration of citizens on so-called "social addresses".
Problems with registration arise in those socially unprotected citizens (orphans, children left without parental care, citizens released from prisons, refugees and persons without a fixed place of residence) who have nowhere to register for lack of housing. The definition in each city of an apartment house in which it would be possible to register this category of socially vulnerable citizens for a period of up to three years without the right of residence is an exit from the situation. In the capital, for example, this is the house number 38 in Tekstilshchikov street. However, at present, under the state administrations, the residence permit commissions still work, which make decisions on these issues. Although by law the registration of citizens residing on the territory of Pridnestrovie should be carried out by the registration authorities in an unconditional order on the applications of the applicants. In Tiraspol, 225 people were registered at the "social address", in Rybnitsa - 116, in Bendery - 109 people.
The result of the meeting was a recommendation on the preparation of a legislative initiative that amends certain provisions of the law "On the right of citizens of the PMR to freedom of movement, choice of place of residence and residence within the Pridnestrovian Moldavian Republic", concerning the definition of criteria that will confirm the status of a person entitled to register in residential houses at so-called social addresses. It is also suggested that in the current legislative framework, it is possible to extend the validity of registration after the expiry of the statutory period of three years.
