Salaries payment to public sector employees, pensions and benefits on time and in full is a priority for the state even during the energy crisis and in the conditions of limited budgets at all levels. Both the republican budget and local budgets of cities and districts are suffering huge losses due to the energy crisis and the lack of gas for industry. The PMR President Vadim Krasnoselsky voiced the consequences of the energy crisis in his Telegram channel last week. Thus, the volume of production at the beginning of 2025 decreased by 56% compared to the same period in 2024. The indicators by industry are more catastrophic: a 65% drop in production in mechanical engineering and metalworking, 73.5% in light industry, 87% in ferrous metallurgy, and 91% in the chemical industry. Accordingly, tax and customs revenues to the budget are declining.
The President proposed to amend the law "On the Republican Budget for 2025" in connection with the difficult economic situation and to grant the Government the authority, during the period of the emergency economic program, to direct the balance of funds in the accounts of the republican budget as of January 1, 2025, including the balance of funds for a specific purpose, to cover cash gaps (temporary lack of income in the amounts necessary to finance the next budget expenditures) for the payment of wages, pensions and benefits. Amendments to the republican budget for 2025 were considered today by the deputies of the Committee on Economic Policy, Budget and Finance in the course of the meeting. It is proposed to allocate the balance of funds formed as of January 1, 2025, including current target funds, to social expenditure items within the republican budget. For example, 37 million rubles can be allocated from the Road Fund for social payments, 30 million rubles from the share fund, 59 million rubles from the Capital Investment Fund, etc. The law-in-draft gives local administrations in cities and districts the right to allocate the balance of local budget funds, including target funds, to social payments. The Committee on Economic Policy, Budget and Finance recommends adopting this law-in-draft on amendments to the 2025 republican budget in two readings at once at the next plenary meeting of the Supreme Council of the Pridnestrovian Moldavian Republic.
