Deputies of the parliamentary Committee on Education, Public Associations and the Media supported the law-in-draft on amendments to the Law "On Education" in the second reading. The legislative initiative developed by the Government proposes to fix the concept of "unified information system for students and pupils" in the Law "On Education", to prescribe its main goals, and to consolidate the list of information that is necessary for the formation and maintenance of the system.
Thus, it is proposed to enter the personal data of students and their parents into the system without fail. Namely, full name, date of birth and data on registration at the place of residence or place of stay. This information will be assigned an identification number in accordance with the Law "On the Unified Register of Population". Access to information will be limited and available only to a certain circle of officials. It is proposed to assign the functions of forming and maintaining the Unified Information System of Students and Pupils to the Government of the PMR.
According to the data of the Ministry of Education of the PMR, given in the explanatory note to the bill, 253 minors did not start their studies in 2023. Of these, 93 people were unable to do so due to health reasons, 80 completed the 9th grade and are not working, 70 were employed after completing the 9th grade. However, this data cannot be verified. Today, according to the norms enshrined in the Resolution of the Government of the Pridnestrovian Moldavian Republic, only minors aged 6.5 to 16 years who either permanently reside in the territory of Pridnestrovie or have temporarily arrived in the territory of the republic are subject to mandatory annual registration. However, it is not possible to effectively monitor and register children who are not citizens of the Pridnestrovian Moldavian Republic but are subject to compulsory education in practice.
The authors noted that the implementation of the Unified Information System will not only provide timely and reliable information about students, but also cover minors with basic general education by 100%. The law-in-draft and amendments to it, developed by deputies of the relevant parliamentary Committee, will be considered at one of the next plenary sessions. If the law-in-draft is adopted in the second final reading, the system will be implemented from the beginning of next year.
