To help sewers

Комитет по экономической политике, бюджету и финансам

10.06.2019

At the beginning of the meeting, the deputies of the Committee heard the report of the Head of the PRB on the work results for 2018. Vladislav Tidva familiarized those present with the macroeconomic conditions in which the PRB implemented monetary policy last year. According to the report, the republic's GDP in 2018 increased by 3.6%, industrial output grew by 8.5%, foreign trade turnover - by 24.2%, exports - by 20.8%, imports - by 26.3%. The volume of investments in fixed assets increased by 41.8%, the volume of the consumer market increased by 7.4%.

Deputies of the Committee considered amendments to the law “On additional measures aimed at stabilizing the PMR economy”. It is about helping sewing enterprises. Currently, these industries are experiencing an acute shortage of workers. According to the enterprises of the sewing industry of the republic, now the need for seamstresses is about 405 people.

The existing shortage of workers, in the opinion of the organizations of the clothing industry, can be filled by attracting new workers who are not residents of the Pridnestrovian Moldavian Republic to the sewing enterprises of the republic. The main job incentive for these people will be the provision of standard tax deductions for wages established by the current tax legislation of the PMR for residents only.

It was decided to recommend this law-in-draft for adoption in the first reading and to continue to refine it taking into account the received proposals.

In addition, the deputies of the Committee on Economic Policy, Budget and Finance at their meeting considered the amendments to the law “On the republican budget for 2019” in terms of determining the period for informing economic entities about the conduct of the tender. In order not to delay the procedure for procurement of goods, works, services, this draft law proposes to establish a period for informing economic entities about the tender no later than ten working days before it is held, and in case of repeated tender no later than five working days before it is held . The deputies of the Committee supported these additions and will recommend in plenary meeting to adopt it in two readings at once.

Deputies of the Committee approved amendments to the law “On the budget system in Pridnestrovie” in terms of simplifying the mechanism for submitting and approving reports on the execution of state targeted programs.

Amendments to the law “On state and municipal unitary enterprises” were considered at the meeting. This law-in-draft proposes to enshrine in the law on state and municipal unitary enterprises the authority of the government to establish the size, order and timing of transferring state enterprises to the owner of the part of the net profit remaining at the company’s disposal after paying taxes and other mandatory payments, as well as creating a reserve fund.

The committee will recommend changes proposed by the government to be adopted in the first reading at the next plenary meeting.

Deputies of the Committee at the end of the meeting considered and approved the draft resolution of the Supreme Council “On approving the cost estimates for organizing and conducting the elections of deputies to the PMR Supreme Council of the VII convocation on November 29, 2020”.
