Increase in government spending

The Parliamentary Committee on Economic Policy, Budget and Finance, in preparation for the first reading today considered amendments and additions to the law on the budget for 2023, which were submitted by the Government. The law-in-draft refers to an increase in government spending on certain items. It is proposed in particular to increase expenditures on the Road Fund and the Capital Investment Fund.

It is planned as for the Road Fund to increase funding by 44 million rubles. More than 28.5 million rubles will be directed to targeted subsidies for cities and regions by means of this amount. So, a fence along Matsneva Street will be equipped and reconstruction of storm sewers along Industrialnaya Street in the area of the Bendery Meat Processing Plant will be engaged in Bendery. The State Administration of Slobodzeya District will use the allocated money to repair the asphalt concrete pavement on the emergency sections of the Konstantinovka-Nikolskoye and Vladimirovka-Frunze-Novo-Kotovsk roads, as well as the construction, reconstruction and repair of storm sewer networks Sukleya and Mileva Street of Tiraspol. Repair of emergency sections of roads is also planned in Rybnitsa, Grigoriopol and Dubossary regions. Additional funds will be used in Kamenka to carry out work on the installation of drainage trays at 149 km of the Tiraspol-Kamenka road, in the area of ​​the descent near the village of Katerinovka, as well as in the direction of the villages of Rashkovo-Valya-Adynca.

Another 15.5 million rubles of the funds that are planned to be additionally allocated to the Road Fund should be spent on the maintenance and repair of street lighting networks for public roads.

The Government of the Pridnestrovian Moldavian Republic proposes to allocate an additional 168.8 million rubles to the Capital Investment Fund for 2023. They will be used to carry out and complete work at social infrastructure facilities, including the improvement of the territory of educational institutions of the republic. It is also expected to finance the improvement and preservation of the burial sites of the Heroes of the Soviet Union, full holders of the Order of Glory and Memorials of Military Glory of the Great Patriotic War.

The solid waste landfill construction, the museum quarter in Tiraspol, repair work in the operating block, the Department of Surgery No. 1 and the Department of Purulent Surgery in the Rybnitsa Regional Hospital are among the largest objects to which it is planned to allocate funds from the Capital Investment Fund. Another facility is the Day Care Center for Children with special needs in Chobruchi, the money there will be used to reconstruct the boiler house, reconstruct the heating main of Pridnestrovian State University campus and purchase equipment and furniture to equip buildings 2 and 3 of Pridnestrovian State University.

The proposed revision of the cost estimate of the Capital Investment Fund for 2023 provides for funding for the reconstruction of the therapeutic building of the Republican Clinical Hospital to accommodate the training center, the overhaul of the Tiraspol Agrarian and Technical College named after Frunze, overhaul municipal special correctional educational institution number 2 (this is an educational institution for children with disabilities), the capital city stadium named after Shinkarenko (I stage), swimming school in Tiraspol, Higher Art College in Bendery named after Postoykin, the premises of the State Archives, the park of culture and recreation "Victory" in the capital and some other objects.

It is proposed in addition to allocate about 400 thousand rubles for clearing and restoring the bed of the Balka stream in Bendery in order to prevent further destruction of the road surface and railroad bridge supports.

The deputies of the Committee on Economic Policy supported the Government's initiative. It is planned that the law-in-draft will be submitted for consideration in the first reading at the next plenary session, which will be held this Wednesday, on the 17th of May.
