Simplification of the publication procedure

District and village councils of people's deputies will not be required to fully publish their decisions in the local newspaper after they are posted on the official website of the respective council, as prescribed by law. It is enough to give brief information in the newspaper with a link to the site. Amendments to the law "On local authorities, local self-government and state administration in the PMR" were considered today by the deputies of the Committee on Regional Policy, Local Self-Government and Housing and Public Utilities. The initiative belongs to the Grigoriopol City Council.

According to the current legislation, the official publication of legal acts of local self-government bodies is the placement in a printed publication or on the official website. Such an alternative was adopted by the Supreme Council earlier in order to speed up the process of the decisions coming into force. It still need to be duplicated in the next issues of the district printed edition after electronic publication at the same time.

According to the deputies of the relevant committee, local newspapers should tell readers more about regional events and activities. The law-in-draft of the Grigoriopol city and district council will be recommended for adoption in the first reading at the plenary session. The Committee will continue to work on the document to take into account the views of stakeholders. It is necessary to determine the volume of pages of legal acts that must be published in the newspaper.

Today, the deputies of the Committee considered a request for interpretation of the norm of the law “On the wages of public sector employees, the monetary allowance of military personnel and persons equated to them under the conditions of payment of monetary allowance, the financial allowance of state civil servants” in terms of allowances and additional payments for executive bodies of local self-government - administrations of villages and settlements.

In order to avoid a double understanding on the ground of the norms of the law on salary increments, the Committee on Regional Policy, Local Self-Government and Housing and Public Utilities is developing law-in-draft. The deputies want to prescribe in the law a norm that is understandable for execution in local authorities.
