The Committee on Social Policy considered the request of the Prosecutor of the Republic Anatoly Guretsky on the interpretation of the norms of the law "On State Pension Provision of Citizens in Pridnestrovie". The head of the supervisory authority is interested in whether, when assigning a pension, it is necessary to include in the work experience the period when the unemployment benefit is received, if a citizen was declared unemployed in a foreign country. As the letter of the law says, work experience includes today the period when a citizen receives unemployment benefits from the funds of the Unified State Social Insurance Fund. Accordingly, he must be registered as unemployed in the territory of the republic. The parliamentarian Sergei Cheban prepared a draft resolution on the interpretation of the law. The document is designed to eliminate the disagreements arising in the law enforcement practice.
The deputies discussed another request of the PMR Prosecutor concerning the interpretation of the article of the law "On State Support for Large Families". Legislators consider it necessary to clarify the notion of a "large family" with regard to stepchildren and stepdaughters. Such families need to undergo the adoption process in order to have the right to receive social guarantees, including in the form of benefits for utilities: from 20 to 50%, depending on the number of children. The adoption procedure takes place in a judicial procedure. The Prosecutor's Office and the Supreme Council receive appeals from citizens with a request to minimize the amount of information collected for this purpose.
According to the deputy, the only document that will serve as the basis for granting social guarantees is to be a certificate of the right to benefits, which confirms the status of a large family. It is issued by the bodies of social protection. The committee plans to develop an appropriate legislative initiative in the near future.
Within the framework of the meeting, the deputies reviewed reports on the implementation of state targeted programs in the sphere of health protection of citizens. They concern the immunization of the population, improvement of oncological care, prevention of tuberculosis, and HIV / AIDS infection for 2016-2020. The relevant draft resolutions will be recommended for adoption during the plenary session.
