Improve the situation of State Unitary Enterprises and Municipal Unitary Enterprises

Deputies of the Committee for State Regional Policy considered the law-in-draft "On the Restructuring of State and Municipal Unitary Enterprises" in the second reading. This legislative initiative was developed by parliamentarians Oleg Vasilaty and Oleg Leontiev in 2016, when due to inefficient management decisions a number of state unitary enterprises and MUPs were in a difficult financial situation, and some - on the verge of bankruptcy. Legislators proposed creating additional levers for withdrawal of enterprises from the crisis.

As an example, Oleg Vasilaty cited the situation in housing and communal enterprises of Slobodzeya and Grigoriopol districts. According to the head of the responsible committee, a number of them reached bankruptcy.

The head of the committee also noted that the standard levers that are in the legislation today are not enough to get out of the current situation. The government should have real tools that will allow the work of state and municipal unitary enterprises to resume. It's about freezing debts and a considerable delay, up to five years, on their repayment. The issue was repeatedly discussed at the site of the Supreme Council, the government, as part of the reports of the heads of state administrations of cities and districts. Two weeks ago an extended working meeting was held at the Presidential Administration, at which the President instructed to bring the issue to a logical conclusion.

According to Oleg Vasilaty, the law on the republican budget for this year provides for a temporary measure to suspend the collection of a number of debts of SUEs and MUPs. The point is that these norms should be adopted at the level of the law and provide a guarantee for the future. According to the author, the adopted law will serve to the improvement of enterprises.

Members of the profile committee recommended their colleagues to adopt the law-in-draft in the second reading. The document is planned to be considered at the plenary session in early April.
