Employment of people with special needs

The number of employed people with disabilities of groups I and II may increase this year. The Government has developed and proposes to implement a mechanism to stimulate organizations and individual entrepreneurs to hire people with special needs. Employers will be entitled to a subsidy. The official representative of the Ministry of Social Protection and Labor explained the essence of the law-in-draft to deputies of the Committee on Social Policy and Healthcare.

The subsidy will be paid from the Unified Social Insurance Fund. According to the official representative, about 10.8 thousand rubles will be required to pay the subsidy for 1 employed person with special needs for 12 months. Thanks to such incentives, it is planned to employ about 30 people this year. It is proposed to cover expenses for paying subsidies to employers by redistributing the planned limits set out in the law on the budget of the Unified Social Insurance Fund for 2025, the official representative said.

10642 people with special needs were registered with social security departments in the republic for pension purposes, 2096 of which people are employed (19.7% of the total number of people with special needs) as of December 31, 2023. It is worth noting that, unlike disabled people of groups I and II, the number of employed disabled people of group III is significantly higher: 1126 out of 2686 people are employed, which is 42% of the total number of disabled people of group III.

Deputies of the parliamentary Committee on Social Policy and Healthcare spoke in support of the package of legislations proposed by the Government. If adopted in the first reading, work on the legislations will continue in the relevant committee. Deputies emphasized the need to develop a mechanism for monitoring employers who will employ disabled people in order to eliminate corruption schemes when receiving subsidies.
