Committee on the development of business and industry continues to work on improving the legislative base in the sphere of individual entrepreneurship. Initiatives aimed at facilitating these activities and create the most favorable conditions for its implementation. By the adoption of the final reading of the law-in-draft, increasing the patent term up to three years was recommended. Today, it must be prolonged every year, which leads to periodic pandemonium in the territorial tax inspectorates. The long-awaited innovation will defuse the situation and relieve tension in the ranks of entrepreneurs.
On the simplification of administrative procedures aimed at another initiative, supported by the profile committee. We are talking about the family patent issue. The current legislation requires the notary to certify an agreement that manages a family of workers in the amount of 400 rubles. Deputies have questioned the necessity of this link in the procedure for obtaining the documents, considering it an additional bureaucratic obstacles, and proposed the deletion of this provision of the law "On the individual entrepreneur's patent". Plenary will be encouraged to adopt the initiative in two readings.
Another socially important initiative, developed on the basis of citizens' applications, is designed to expand the list of activities, the implementation of which is possible on the basis of entrepreneurial patent. It includes entertainment activities (for example, puppet and solo performances), catering services, maintenance and care of burial places, the production of monuments and other funeral attributes, as well as providing services related to the operation of pay toilets.
Vice-president of SPAPP Yuri Cheban during the committee discussion said that at the moment there are more than a dozen complaints related to problems appeared as a result of different legal acts of the Government adopted in the development of the Law "On licensing certain types of activities". They all require a detailed study and analysis. With regard to the particular aspect discussed today, on the initiative of deputy Vadim Kravchuk, the committee not only prepare the requested interpretation, but also send a request to the prosecutor's office on the legality of the Government Decision №63 dated 28.02.2014, "On licensing of certain activities which are in the sphere of control Ministry of economic development of Pridnestrovian Moldovan Republic".
