The parliamentary committee on public associations, sports, information and youth policy will recommend to the Plenary to adopt a package of legislations that establish a ban on the production and distribution of materials containing foul language in the first reading. Violator (private, official or individual), according to the author Vyacheslav Tobukh initiatives, should bear administrative responsibility. Sanctions in the amount of 20 to 50 MW are proposed for citizens, officials in the event of a breach of the law will be fined between 100 and 200 calculated levels of minimum wage, financial penalties for legal persons, allowing the appearance of foul language in mass media, will be from 300 to 500 RU MW. Obligatory element is confiscation of the subject of administrative violation of law. Corresponding changes are proposed to the law "On Mass Media" and the Administrative Code.

Another initiative supported by the Committee on mass media is not in the area of ​​responsibility, but it also belongs to the authorship of Vyacheslav Tobukh. It's about making some adjustments to the electoral legislation aimed at minimizing government spending.

Media and telecommunications should inform the public about the conduct of elections, nomination of candidates, their programs during the election campaign, the results of voting and election results. Taking into consideration that the information posted on the newspaper pages at the expense of the republican and local budgets, and coverage of the audience at the same time is far from one hundred percent, Vyacheslav Tobukh proposed to restrict the publication of the list of registered candidates and information about each of them on the official website of the Central Election Commission.

Other offers were received in the course of the discussion of the initiative. Claudia Treskova, for example, considers it appropriate to post this information on the web site of not only the CEC, but publications. Announcement will be enough in the very same newspapers. All of these ideas may be presented in the form of amendments in case of the law-in-draft adoption in the first reading.

Regarding non-core folders, considered by the Committee, attention should be paid to the package of four initiatives submitted for consideration by the President in the regime of legislative necessity. These are projects of two new laws - "On Protection of Competition in PMR" and "On natural monopolies", as well as necessary for their full implementation of amendments to the Administrative Code and the Law "On the domestic trade". According to the author, their development is due to the need to develop modern antimonopoly legislation, and ensure the development of competition in commodity and financial markets of the Republic, as well as restriction of monopolistic activities.
